I-Team: Juvenile car thefts on rise in Baltimore County

The number of juveniles stealing cars in Baltimore County is skyrocketing, according to new statistics. According to crime statistics obtained by the 11 News I-Team, there's a 542% increase in juvenile car thefts in Baltimore County so far this year compared to this time last year. County police said social media touting the catch-and-release approach in the juvenile justice system is driving the increase. Police told the I-Team that youths prefer to steal a car over carjacking one because there is little to no consequence.
