Ntv's bailey howard was there and joins us live with all the details. >> Hi, bailey. Hi, toni marie that's right. Was some surprising news this afternoon. Media received a call for an announcement this afternoon with tom osborne but with no information about what that would be about. When we arrived we saw family and all the staff from his office there who were also supposedly surprised by this news today. The only one who knew before today was premier interfering. Here is what tom osborne had to say this afternoon about his retirement. >> So it's taken, you know, a lot of thought gone into my decision to retire. I guess in a way I probably won't leave. I'm lucky enough to have a portrait on the wall here so the legislature will always be a part of me and I guess because of my portrait I'll always be a part of the legislature. So I'm really grateful for that . But this is a decision today that even the brightest days have a sunset and I guess, you know I'll be starting a new chapter. The premier has asked me to stay until sometime in july so I'll continue as minister of of health for some time yet. We still have some files that we're working on and need to conclude. That's why I'll continue to work on those files over the next month or so. >> Tom osborne shared some more stories about his experience over the last three decades and he says what he is going to think about most is the fact that while he may not be in the house of assembly himself, there's a portrait of him hanging on the wall from his time as speaker. The province has announced a harvester enterprise loan program which is an enhancement of the fisheries loan guarantee program. Fisheries minister elvis loveless says the new supports are available to help harvesters obtain financing for vessel purchase and refit refinancing loans owed to fish processor and more. >> Through our consultations with ffa and the stakeholders in the industry we've arrived at this moment and that $50 million will see $10 million for the loan component of it that will support the old was $3 million and that's going to $4 million for enterprise loans, loans for enterprises and for the vessel part. The old program was 2 million that's now moving to 3 million. >> And on the license piece, if you purchasing license loan for that is going from one $1.5 million to $2 million. >> As the minister said, we have talked about in the last six months about a loan board, a true loan board that would assist harvesters not only in engines and remodeling but in for new entrants to this fishery. And eddie, as we were just saying moments ago, the weekend is here. The weather is changing again. >> It is and it's not all for the worst, toni marie because some areas are going to see a fairly decent weekend and that might even mean parts of the avalon in eastern newfoundland. We'll talk about that over the next couple of minutes. But right now we are still kind of dealing with some showers the tail end of this rain that at times today came down quite heavily in the metro area, certainly seeing some of that ponding on the roadway. Now the live sweep from the radar in hollywood is showing that generally south of the northern part of the avalon there's not a whole lot on the go. We're also seeing some showers right now in south in and not too far from the harbour breton area. >> But it does look like the heavier showers and rain for the time being is currently up to the avalon peninsula north curb near harbour grace up towards old pearl again and getting across trinity bay to clare anvil and the port rexton area just south of bonavista. Showers this area of rain working its way from west to east and also a little bit north as well. So as the evening does progress, the showers that we are seeing looks like peach

cove and torbay and flat rock kind of getting into some right now as well. >> The issue kind of winding down in the overnight should get drier setting us up for a decent saturday for the eastern part of newfoundland. Now we look back to the west coast and you can see some of these shower cells here showing up just west of corner brook. Those are actually some thunderstorms. So areas like parsons pond up towards porter should certainly keep an eye on the skies because as these kind of work their way north and eventually east some areas of the northern peninsula will get scraped by some heavy rain and some thunderstorms. And we'll track those as they get a little bit closer to the west coast coming up in the evening news hour. >> Taking a look at our live skycam right now. We're looking at the capital city in saint john's. We can see it's not doing a whole lot right now and it's not overly foggy as well which is certainly a nice change of pace from most of this month. Ten degrees right now is being which is what's being reported at the airport. Windsor west at 17. Visibility is 3.2km and I think mist is the current observation actually at the airport. >> Now we know it certainly has been a bit of a foggy month but I was wondering like how foggy has it been? Well, here are our reported hours of fog per day through may 23rd. And each one of these bars represents how many hours fog was reported in a given day up to 24. And all the graph there is is 25. But unless my math is wrong as like 24 hours in a day. >> So as you can see a lot of fog up through the fourth not so much fifth, sixth, seventh. Eighth, ninth. A lot more fog may 10th basically all the way through the 16th and 17th and 18th. Not so much in 19th and through and yesterday I think was maybe the only the only the only other day than may 6th where there was actually no fog reported in the observations at all. >> So what does that tally up to? Well that means there's been 269 hours of fog reported in the observations and there's been 552 hours of observations all the way through the end of the day yesterday the 23rd, which means if you do the math fog has been reported at st john's 48% of the time this month through yesterday. That percent may drop a little bit over the next few days as it does not look like it's going to be nearly as foggy. As we go into the last week of may, the question is is it going to be warm? And the answer is like I think so to a point but not much warmer. >> Take a look at wind speeds right now in the direction that's what's most important when asking if we're going to see fog winds up from the south so we may see patches of fog in eastern newfoundland. We shouldn't see the widespread fog that we saw a few days ago. >> Temperature is now ten degrees in st john's up to 12 and badger 14 at this hour and corner brook not too bad there just front and anthony and much colder in labrador where the cold air is hanging on and there's even some snow still flying especially in the west. >> And as we go into the overnight we will likely see some more showers developing across the west coast by tomorrow morning, maybe some thundershowers as well and some wet snow flying tomorrow morning. >> Areas west of goose bear and churchill falls back to lab city and wabash throughout the day tomorrow we see some rain through central and western newfoundland. There's a snow in southeast labrador and look what happens tomorrow night. Snow flies in the northern peninsula, some wet snow potentially on the bay peninsula. The green bay white bay area and sunday morning may get some wet snowflakes through parts of central as our area of low pressure finally pulls away. But sunday will also see the winds turning more northerly which will set us up for a colder day compared to what we're going to be seeing tomorrow. But that's not the whole story. So here's your forecast for tonight for eastern newfoundland 4 to 6 seven degrees for the overnight lows. Areas of showers yes, for the day tomorrow. Avalon barren peninsula. Morning showers. I think we see sunny breaks for afternoon. And look at that temperatures mid to upper teens a little bit cooler clarenville and gander where the rain showers and rain take more more of a hold during the second half of the day. Western half of newfoundland tonight 5 to 10 for the overnight lows. Areas of rain and showers, maybe even some thundershowers for parts of the west coast. And then for your day tomorrow, highs around ten degrees central and west and south a little bit cooler north with the rain becoming more widespread as the afternoon progresses in labrador areas of rain and some wet snow overnight. >> So not limited mainly to the higher terrain and inland if we do see some in the lower elevations around churchill falls around happy valley goose being cartwright do not expect more than a trace for a couple of centimeters. And then for the day tomorrow highs of two, three, four, five, six degrees. So a kind of mild ish may day with some rain and wet snow falling. Kind of more reminiscent I guess of spring rather than or fall rather than kind of late spring if you will. And then we look at the forecast for sunday right now in labrador, a huge improvement on the island. Cooler showers in central but not terrible for all areas.
