England again failed to impress in a dour 0-0 draw, so Slovenia go through as one of the best third-place finishers, behind Denmark only on rankings.
Gareth Southgate bowed to pressure after the draw with Denmark and introduced Connor Gallagher for Trent Alexander-Arnold in midfield, while Slovenia were unbeaten after back-to-back stalemates.
Bukayo Saka had the ball in the net after 20 minutes, but Phil Foden was offside before rolling across for the simple tap-in.
Harry Kane and a Foden free kick were straight at the goalkeeper, while Declan Rice blasted off target.
Former Atalanta star Josip Ilicic came on for Slovenia and Cole Palmer also scuffed the finish straight at the goalkeeper.
It ended goalless and the Slovenians were celebrating at the final whistle, because they will go through as one of the best third-place finishers. They were level on points with Denmark, had the same goal difference, same goals scored and same disciplinary record, so they could only be divided by their rankings.
