Other countries have made it clear that's one of the ways forward to bringing the two-state solution back to the forefront. The website also says for canadians who want to stretch their dollar outside of the country, searches for south and central america have increased by more than 30%. >> In the summer, we're seeing south and central america down by 12 and 13% each. Definitely a place you can go to get more value for your dollar. >> Reporter: while europe is still a favourite for canadians, prices have increased over the last year. Some tourists are bypassing the favourite cities of london and paris to visit for affordable destinations. >> Currently we're seeing rome, lisbon, and athens, as well as amsterdam. >> Reporter: according to the website, anyone planning a vacation should lock in their trip soon. Prices are considered low right now but will continue to rise until the end of june. You'll usually pay a premium for trips booked in july and august.

Sobering numbers when it comes to food insecurity in canada. Food bank canada warning in its annual poverty report cards that we've reached a critical point as poverty and food insecurity worsens in every corner of the country. Canada received an overall grade of d minus, a decline from the d grade last year. Only two provinces, nova scotia and prince edward island managed to improve their overall grade while the rest of the country remained stagnant or got worse. >> Symptom of poverty. People are struggling to afford the basics, including food and shelter. >> We are calling for governments to work collectively to address the issues on a policy level. Community is doing as much as it can in terms of being generous and contributing what it can to help people. But certainly governments from all levels really do need to work together to address the policies that are keeping people in poverty. >> Digging deeper, the report found that more than 44% of people are feeling worse off when compared to last year. The percentage of people paying more than 30% of their income on housing hit 43.6% in 2024. Westjet is calling for a full federal government review of the way airports are funded in canada. Canada's major airports are operated on federally owned land and they must pay rent for the government. Part of those costs end up getting passed on to consumers in the form of extra fees charged on their tickets. Westjet ceo says these drive up the cost of flying in canada and is calling on ottawa to stop collecting rent. Joining me today to discuss this is john gadek. What's your take on this? Do you think the funding model needs to be reviewed? >> Yes. And we've made it clear in a few of our academics, met with the transportation committee at the house of commons a couple weeks ago. I think we were pretty unanimous in saying we've got to review this. The system really has lived beyond its usefulness. Covid has done a number in terms of the financial status of canadian airports. And there has to be a review in terms of how airports are being funded and how they are going to fund future expansion. >> And what do you expect a potential review to look like? >> Right now we're in a user pay model. Everybody has been saying it's broken. Not the way we should be looking at it. I think alexis, westjet is basically looking at it as saying he wants to have these charges removed because he wants fares to be able to go lower. The problem is if you remove those charges for the canadian travelling public. Somebody has to backfill those revenues that are being generated by those fees. And unfortunately, the remedy for that would be it will be all canadian taxpayers rather than just air travellers will be funding airports. I'm not sure we're ready to take on that challenge just yet. >> You talked about the revenue this brings in. Does it all go back into maintaining and improving the airport? >> Well, the airport improvement fees are basically fees you pay at each airport. That money stays with the airport and that's being used for the most part to fund the capital needs of the airports. The other fees that are there, whether it's catsa, air traffic control, some of the other operational fees stay with the government. But the big number is the rent that's being paid by the airports to the government, and about 500 million dollars a year. And that rent, unfortunately, is being thrown back into general revenues. The airplanes, airports would like to see that rent pay show up back in the airports as an investment by the federal government to, in fact, improve the state of the airport situation. >> How likely do you think the government is to take this request seriously? >> I think they're starting.

we've got a review underway by the competition bureau about the state of competition, the impact of these fees. And that's starting shortly. We have government looking at alternative financing models for the airport to look at having additional sovereign funds that we have in canada. Invest in airports and make it easier for those funds that are investing overseas and invest in canada. So there is some intention now whether the government is willing and ready to look at user pay as a concept and to review alternatives to user pay -- there's no indication that the government's ready to talk about that one just yet. >> Westjet announced it will introduce lowest fees to passengers who are willing to forego a carry on bag. Do you think that's a smart business model and something passengers are likely to take up? >> Everyone's going to want a cheaper fare. We see it happening, these additional fees that are showing up left, right, and centre. This is not unheard of. Airlines are trying to peel back the onion and to make some of the fees that -- some of the services that you would expect in a ticket, you know, roll them back and now make them optional and having additional revenues to it. This is just another attempt by westjet to, in fact, look at so-called ancillary fees. Governments have called them junk fees. And to add another level of structures on top of what they charge as a ticket. So it really is an attempt by the airlines to kind of segment their travelling public into various buckets, and they're looking to charge additional fees for those buckets. >> Thank you for your time today, program coordinator of the aviation leadership program at McGILL university. >> My pleasure. >>> Serial killer robert pickton will remain in medically induced coma after he was attacked in a prison. Medical staff will need to assess whether he can leave without life support. The 74-year-old was attacked on sunday in what's being described as a major assault. Pickton is serving a life sentence with 6 counts of first-degree murder. He was tried in 2007 where he was charged with murder of 26 women. Many of them indigenous. A 51-year-old suspect is set to be interviewed in the attack.

>>> Three people, including a 15-year-old were fatally stabbed during a flight in montreal last night. Police say the deaths are not related to organized crime or gangs. >>> At the scene, emotions run high. The family of one of the victims in yesterday's triple murder. His father says he doesn't understand what could have happened to make the situation escalate to three deaths, including his 25-year-old son. The two other victims were 15-year-old boy and 23-year-old man. He says his son leaves behind a 2-year-old daughter. Montreal police say about 15 people were involved in the violent altercation that led to the fatal stabbings. The three victims were known to the police, but says the dispute was not related to organized crime or gangs. >> The city is safe for sure. We're not in an increased gang event. >> He says there's an increase in homicide compared to last year. They are the latest in a string of 7 homicides to happen in the last 10 days. >> We're still looking for all the proof we have in the fight to know exactly what happened yesterday. >> The montreal school service centre confirmed to ctv news that one of its students was a victim, a classmate of the 15-year-old came to lay flowers at the site. The principal of her school broke the news to students. She says a lot of people began to cry and that the victim was a good person. Back at the alleyway, points out that it was in the same building of the parking lot that his son was found dead that he had raised him. The place where his family lived for 15 years. He says instead of resorting to violence, he encourages people to ask for help.

>>> Hundreds of vehicles stolen from canadians are being found around the world every week according to interpol investigators. International police agency said more than 1500 vehicles have been discovered since february. That's when the rcmp began sharing data with the agency. Interpol collects information from 137 countries and it now ranked canada among the 10 worst in the world for car theft. Vehicles stolen in canada are often shipped to africa and the middle east. International students are more likely to live in overcrowded homes and other types of unsuitable housing than canadian students. The statistic canada study was based on the 2021 census data. It found students from india were more at risk. More than 60% of international students were living in unsuitable housing in brampton, ontario, and -- >>> Toronto changing approach to dealing with the homeless encampments. A move away from enforcement and measures to get the vulnerable housed. >> Reporter: instead of clearing homeless encampments, a city of toronto report recommends a housing first human rights based approach. >> The clearings is not a strategy that works. Removes most people from one place and to go where. >> Reporter: this is what the park near spadina and front is like now. The city says with a lack of mental health care services, a lack of housing, and high rent costs, more people are struggling on the street. The aim by using more outreach workers and compassion, more people will find shelter and stable housing. But removing encampments will not be a priority. >> There are situations where there's a safety concern either for individuals who are encarpments, for example, because of fire that -- they've made the protocol may require that a notice for removal. But that's laid out now. >> Reporter: the pressures on the shelter system are huge, a situation that led many new arrivals to stay in church basements last summer. Refugees now taking up about half the spaces. >> What's desperately needed is a coordinated regional response to this. And establishment of a regional reception centre. Something that city council has long asked for as well as our community partners. >> Reporter: two women here say outreach workers are trying and people are filling out the paperwork to move on. But securing a place is tough to finalize. >> They're not coming saying today's moving day. >> Or they never take you to the place, or give you a day to check it out if you want to. >> Reporter: the city says a gentle approach has been successful at allen garden. Last july there were 84 encampments, now just 9. >> Years ago said that people need safe resources. But none of the protocol recommends any of that. Mainly focuses on people that they will be cleared if they want accept the shelter option. >> Until the issues are addressed, more of the right housing and services are available, encampments will keep popping up.
