Your thoughts on this move? >> It is unusual although these rumblings have been going on in washington for some time now and I think it is clearly a move that is intended to increase the pressure on canada frankly in spite of the most recent budget and the defences update and we are still not on pace to meet a 2 percent nato commitment that was made as recently as last year and has been repeatedly made over the years until not to get there until the end of the decade and that's deeply disappointing and worrying to our allies and sends the wrong signal to our adversaries probably the most unstable we've seen in 50 years. >> Akshay: come to the target in just a moment but how do you think the government or the prime minister should respond to this letter especially when it comes to months before the nato summit in washington? >> That's right as he will be on the hot seat along with 12 other countries nearing the bottom of the list of nato and it was recently expanded to include sweden and finland so other countries in fact 18 of 30 to our meeting that 2 percent in other countries moving more rapidly so when prime minister trudeau arrives in washington, you will have to answer better than he did today where he basically sent the question to his defence minister who we heard from earlier today and frankly that message just doesn't cut mustard. important ally but are really disappointed and now I suspect quite concerned canada is once again kicking the football down the fields and not giving a hard number in terms of how we are going to get to 2 percent. >> Akshay: I'm glad you brought this up as we know the senators are a mix of democrats and republicans and have been in good standing but let me ask you what's happening with the U.S. as well what he think of the presidential election in the possibility of donald trump coming back could be wing on the minds of the senators because we know where donald trump also stands and how pushy he has been on the subject. >> He has in fact been very direct in his criticism not just of canada but other countries whom he has described as laggard and having sat around nato tables I know what you contribute to nato is in terms of what you're doing and where you're doing it and what those capabilities that nato require really are in terms of equipments and training like this number has become a significant benchmark when measured against other countries and has a lot to do with canada's performance competitively with respect to our economy as to how we will reach out to present so the presidential election which is going to come on the heels of the washington summit is inevitably going to be a factor in terms of how the americans weigh in on the subject matter and it affects them and they are concerned about the vulnerability of the canadian army it was the americans who took that balloon down.
