[ ] [ ] [ ] >> Renée: it is sunday, may 26. Thank you for joining us here on "ctv news channel." I'm renée rodgers. >>> We'll begin this hour in the middle east where hamas has launched a barrage of rockets at tel aviv prompting sirens to sound off in the israeli city for the first time in nearly four months. The israeli military says eight projectiles launched into israel after being launched from the rafah area in southern gaza. A number of rockets were intercepted. There were no immediate reports of casualties for damage. This appears to be the first long range rocket attack from gaza since january as israel carries out its military operation in rafah.

>>> And to talk more about this joining me now is joh allen, former canadian ambassador to israel. >>> Thank you for being here. How surprising is this attack. >> Well, it's disturbing. Israel's had a particularly bad week with recognition of the palestinian state, decisions by the international criminal court and the international court of justice and this only adds to their concerns. There have been rocket attacks in the north continually, since this war began almost 8 months ago. But as you mentioned, a few attacks in the heart of the country, tel aviv, and the various highly populated parts of the country. So this is of concern clearly, no injuries at this point and it also suggests that the idea of netanyahu government, that they're going to eliminate hamas is an impossibility, as I think the americans have told them and others have told them. And I think their minister of defence now agrees, total elimination of hamas is not going to happen. >> Renée: why tel aviv, do you think and why now? >> Well, you've got this renewed operation in rafah and I think hamas wants to demonstrate that they haven't been crippled and that they still have both weapons and the ability to use them. I don't think, you know, this is a major threat to israel. They have their own defences. And they were used in these attacks. Fairly successfully, a couple of missiles may have landed but no one was injured but it's a continuing sign to keep israelis off guard. They're already in collective nervous breakdown. They've not forgotten about october 7. They have soldiers that are being killed in gaza. They are, as I said, there are 100,000 israelis out of their homes in the north and the south and this just adds to their concerns and their feeling of being attacked from all sides, multilaterally, bilaterally and from their enemies, hezbollah and hamas. >> Renée: this comes just after the international court of justice gave an order to israel to stop its targeting of rafah. Do you think this has any connection with that? >> Hamas may be connecting it. May be, as I say, suggesting that they're still there. I don't see the direct connection between the two. It's more hamas' ability to continue to demonstrate that the -- the idf and the goals of israel are not being achieved and will not be achieved as they would hope. >> Renée: all right. Jon allen, former canadian ambassador to israel, thank you very much for your time. Appreciate chatting with you as always. >> My pleasure. >> Renée: aid trucks have begun to enter gaza today's through southern israel thanks to a new agreement between israel and egypt allowing shipments to bypass rafah. The crossing in rafah was closed when israeli forces seized the palestinian side earlier this month. Egypt had refused to reopen its side of the border until control of the gazan side was handed back to the palestinians. But under U.S. and israeli pressure, egypt agreed to divert traffic through israel's carom shalom crossing, the main cargo terminal. It's unclear whether humanitarian groups will be able to access the aid because of fighting in the area. >> I think it's time to go beyond condemning actions and requesting israel to stop the war in gaza. I think we need to raise the voices a little bit more and demand ceasefire. >> Renée: meantime, the palestinian prime minister is calling for an end to the war in gaza. The comments were made alongside spain's foreign minister and come after spain, along with ireland and norway said it would recognize the palestinian state

this tuesday. >>> Joining me now in washington is sean carroll, the president and ceo of anera, a humanitarian and development assistance, providing health care, water, sanitation, education, sports and more to refugees and vulnerable communities in the middle east. >>> Sean, thank you for being here. >> Thank you for having me. >> Renée: you led people, staffers in lebanon, the west bank, ghazzi and jerusalem and palestine. What's currently going on on the ground? >> Well, you can imagine most of our focus is on gaza and on the emergency relief effort and we have increased the number of staff we have now so we have more than 200 staff now, over 50 in gaza, all palestinians working in the communities they live in -- normally live in as many of them -- almost all of them are displaced, several of them, many times over and they've recently moved again 15 from rafah to another area in the middle area. So it's difficult work but they're continuing to deliver aid everyday. >> Renée: a U.S. built pier is opening up for aid. What is it looking like in terms of aid flowing into gaza? >> Well, the pier is not by any means the answer to this. Some aid has begun to come in on that pier, but as has been the case since the beginning of this war, the land crossings are the most effective, the most immediate way to get large amounts of aid in at relatively reasonable prices. And the south, above all, rafah and the karem shalom openings, more than 95% of the aid that has come in over the last seven months has come in through two openings.

>>> With one of them still closed and one of them difficult to get to in a safe way we have a problem still with the amount of aid coming in. So those crossings need to be open. The crossings in the north need to be open and the pier needs to be bringing in more aid and more truck loads coming off of those ships than is the case right now. >> Renée: the icj ruling ordered israel to open the rafah crossing between egypt and gaza. By the looks of it, it didn't look like that happened. Did you think it will be happening soon? >> I sure hope so. It really does need to happen. The only way to get the amount of aid that's needed to meet caloric deficit, to meet the hunger and starvation that we're seeing is to greatly increase the amount of aid. It's not a question of bringing what is an average of past several months of a little over a hundred trucks a day and more recently although there has been a drop since the rafah operation began so that average number of trucks a day that had crept up around 150 is now back down towards 100. And really we need to have 5 or 600 trucks a day coming in to meet the caloric deficit, stave off famine and death that could be avoided if it's not for a combination of malnourishment, lack of food, immune systems being depressed, disease, these will come together and make for a lot of otherwise preventable deaths that we really don't want to see. That won't increase security for anyone and it won't save lives among palestinians in gaza. >> Renée: all right. Sean carroll, president and ceo of anera, thank you. >>> Pro-palestinian protesters who have set up an encampment on the university of toronto campus are expected to meet with school officials today. The meeting which is scheduled for 5 p.m. Local time comes after the university issued a trespass notice to the protesters on friday. The school has said it will take all necessary legal steps if the protesters do not clear out by monday at 8 p.m. The notice also threatens to seek a court order against the camp. Organizers have been calling on the university to cut ties with israel and to divest from companies profitting from israel's offensive in gaza.

>>> Toronto police are increasing their presence in certain neighbourhoods after shots were fired at a jewish elementary school saturday morning. >> One of the questions that I'm sure people are asking is this, is this a hate crime, is this a terrorist act. What I want to say is it's too early in the investigation to say. >> Renée: investigators believe the shooting happened just before 5 a.m. By more than one person travelling in a dark coloured vehicle. The centre for israel and jewish affairs issued a statement calling the incident a clear, calculated and premeditated targeting. >>> The U.S. ambassador to nato says she's seen no indication that canada has a plan to reach the alliance's spending targets of 2% of gdp on defence. In an exclusive interview with ctv question period, julianne smith said she believes canada intends to eventually meet the commitment but has seen no evidence on how ottawa will get there. >> When will we see an actual plan to reach that 2% target and have clarity on how canada's going to get there. I have not had any instance where any canadian official has told me they will not get there, but I don't have any sign that there is a plan in place to get to that 2% mark and it's again, it's a pledge that every member of the alliance made. These are difficult decisions. That's why it was a 10-year timeline. >> Renée: last week, a bipartisan group of U.S. senators wrote a letter to prime minister justin trudeau saying they're concerned and disappointed that canada will likely not reach the 2% commitment in the decade. Canada's updated defence policy charts a path to reach 1.76% of gdp on defence spending by 2030, but does not include a target to hit 2%. >>> All right, let's bring in tom mulcair, ctv news political commentator and former ndp leader. >>> Always good to see you. >>> How important -- >> Good to be here. >> Renée: how important is it for canada to hit this 2% goal? >> It's absolutely essential, and if anybody had doubts about that prior to the russian invasion of ukraine, it could be understandable but once we've gone through that and we've seen how depleted our armed forces were in terms of equipment, there's no way to possibly justify anything sort of that 2% obligation. It's not just a thought. It's something we've committed to. How can you retain your credibility within an alliance, and canada was one of the founding members of nato, if you say, yes, we're going to get to 2% and you have the american representative to nato whom we just heard saying, look, you haven't shown us a plan to plausibly get there and the 2030 date of 1.7%, there's a lot missing in terms of credibility of that. So it's not been a priority. Internationally Mr. Trudeau was a bit of a rock star when he started his mandate almost 9 years ago. He's had to many problems with china and india, two largest countries in the world and now with our closest allies in western western europe we're not able to pull our weight.

>>> We had a letter from american senators, not just republicans, democrats, people usually close to the liberals saying this is not on, you're not doing your fair share, you said you would and you've got no plan whatsoever to get there. I can't see how mr. Trudeau can continue to try to offer up a word solid where he justifies that he rationalizes it, talks around it. We have an obligation. That obligation has become clearer with the russian invasion of ukraine. We've got to stand four square with our allies and nato and do our fair share. >> Renée: you mentioned that letter from nearly two dozen american senators. Demanding canada meet its nato commitment. How does that look? On what level is the embarrassment from this letter, you know, for justin trudeau? >> It is a real embarrassment for all canadians. And for mr. Trudeau as well but he doesn't seem to be reacting to it very much. >>> I had -- because of my work I had -- took a lot of commentary, I meet tons of people and they ask me. They meet me sometimes. I've met american diplomats in the past few months who said we don't understand. Canada has a proud military tradition, we were in the first world war long before the americans were, and per capita made at least as great an effort so it's hard to understand with that background and that experience and that expertise and that ability why we are such laggards. We saw it right at the beginning of the russian illegal invasion of ukraine. Howitzers, a north standard issue field piece, we only had a few dozen of them that we then gave a few to ukraine and then we hardly had any left even to train. [ Inaudible ] >> Renée: oh, looks like we're having some audio issues with Mr. Mulcair this morning. >>> Oh, looks like he's back. >>> Sorry about that, we were having a little bit of audio issues there. >>> But I hope that it's working out because there's one more question I want to ask you. And that is this.

>>> Are there any consequences for not reaching the defence spending goal? >> You don't get booted out of nato but I remember when donald trump who is going to be running and has a real chance of becoming the next president and becoming president again of the united states, he said some very strange things as he often does. He was musing but telling the russians to go and do whatever they want with a country that wasn't meeting their 2%. That was the usually bizarre over the top stuff from donald trump but it reflects something of a feeling that is shared by a lot of people. How can you claim that you're going to be part of an alliance where the nato treaty in section 5 says an attack against one is an attack against all, so if something were to happen against canada everybody would have to move in but how are the others supposed to feel when we've not been pulling our own weight, not doing our full share, not living up to our own obligations. I think that's something canadians have to be concerned about and yes, there could be consequences in terms of our seriousness and our ability to be actors on the world stage and right now, I don't think we're considered very serious. We've got aging equipment, we haven't renewed it. Our fighter jet program we've been talking for 20 years about getting rid of the CF-18s and it's still not done. The ships we're using are half the time, half the ships in the canadian navy are not able to function and a lot of our helicopters have had problems, a series of problems. So yeah, it's an embarrassment. We're the only country in the world that fronts on three oceans, the pacific, the arctic and the atlantic. We're the only country in the world. Burned down just like these books. >> Renée: in a pre-recorded video message, zelenskyy spoke inside the charred remains of a printing press, destroyed last week in a russian air strike. Moscow's forces have stepped up attacks on ukrainian cities and zelenskyy hopes the june meeting in switzerland will increase international pressure on russian president vladimir putin.

>>> More than a dozen people are dead and 16 others missing after a russian bomb hit a packed construction supply store in kharkiv saturday afternoon. 14 are confirmed dead and 43 others injured. Ukrainian president volodymyr zelenskyy says more than 200 people could have been in the store when it was attacked. Ukraine's problems have been mounting in recent months as it tries to hold out against russia and the war appears to be at a critical point. >>> The death toll from the massive landslide in papua, new guinea has estimated to reach more than 670 people. The U.N. migration agency's mission in the south pacific islands nation says the updated death toll follows the discovery of nearly 100 more homes buried in the debris. The previous estimate had been 60 homes. Local officials initially put the death toll on friday at 100 or more. Only five bodies have been recovered. Two children are still unaccounted for as of this morning. Another person was killed in arkansas and severe storms killed two people and injured at least 23 more in northeastern oklahoma. More than 110 million people are under threat of large hail, damaging winds and fierce twisters today.
