for the first time in almost 4 months since israel's responding saying that that attack that missiles fired from rafah to tel aviv highlights the need to continue their assault in rafah highlights the need for strikes like this in light of the icj ruling on friday, ordering them to hold their attacks. They say in till hamas is dismantled, that they can't give up this of salt, but it's not being received. Well by international allies or by other countries are across the world. We've seen france comeau today macro saying that he was outraged by this attack, asking them specifically to follow the icj ruling on friday. We've seen condemnation from turkiye from egypt as well. Even the eu chief of foreign policy has come out and spoken out, not only just against this, but also against the categorization of the icc. Karim khan as antisemitic in their search for her arrest warrants for prime minister benjamin netanyahu. There has been international reaction to this strike specifically because it is in an area that the palestinian red crescent said was designated for displaced people. It is an area where the idf had previously told those living in rafah to head towards just a few days ago prior to this assault. And so there is immense international concern around this attack. There's also a concern from some countries, qatar, specifically this strike could hamper negotiations, which are supposed to begin tomorrow, but that's now in the balance as well. There was, were already relatively tenuous. And the response here is one of really true international concern, right? Right. And we're just looking at pictures of the fire, the fire that was ignited by that strike. >> Colton, thank you very much for that update. Back here at home, the vancouver school board will be meeting today to discuss restricting cell phone use among students joining us now with more ctv's kraig craig, we've heard this happening in other schools across the country. What's on the table today where you are? >> Well, good morning, marcia. So the last thing many students are thinking about right now is the return to the classroom in september. But school districts and school boards across this province are now task of coming up with a plan and policies when it comes to restricting cell phone use in the classroom for next year. In the vancouver school district is up tonight with their board meeting with addressing some of the motion. So one of the motions going on at the meeting tonight, that's on the agenda is that kindergarten through grade 6 will have to have their cell phones put away out of sight in on silent for the entire school day when it comes to high schoolers and middle schoolers. That's where it remains unclear. >> At this time, so motion is going to the school board meeting tonight, asking that the superintendent of the vancouver school district come forward with a plan in policies in place by july 1st. We have just over a month until that decision will be made. But this is something that will be sweeping the entire province in every school district will have to have a plan in place ahead of the school year for 2024 in 2025. And this all comes after david eby, the premier here in the province of bc came in with an announcement in january, proposing these plans for the entire province when it comes to the threat of online, not harm along with distractions that students are facing here in bc. Also shared a personal story with his son about his son being on a fall on his

phone with friends during the lunch hour in recess and and did not having an idea of what they are a monitoring, what they're viewing and that there should be some parent parent guidance when it comes to what students are able to see when they don't have the parents or an adult in their again, this will be going to the school board meeting tonight. And then wheels are moving forward on this band going on here in the province. So what are you hearing, craig, in terms of reaction from teachers from parents from kids? >> Yeah, when this initially happened, we're out on the streets talking to students during lunch hour after school. And obviously, they're not too happy with that. Many say that they're using its tools. >> In the classroom, but it also comes as a distraction like a mention for many students. >> As well as just being harmful with some of the online threats. And we reported on the past and and this is one of the province police, they can cut down on some of these threats and harms its students are facing. But again, some students and that some teachers as well who use these tools. >> Outsize tools in the classroom. >> Are not too happy with the rca. rated as 9.30 eastern. This is a live look to toronto where pro-palestinian protesters camped out at the university of toronto for weeks are now holding a rally. >> They're defying a trespass order issued by the school. The university said the protesters needed to clear the site by 8:00am. That was 90 minutes ago. Ctv's christina tenaglia joins me now with more so let's begin with the action that the school is taking now to remove this encampment that's been going on for weeks has been set up for weeks. Whats the latest at this hour? >> Well, marcia, the university is going to essentially take those supporters to the the protesters were gathering have been quite clear as you noted, as of 8 this morning eastern time, they've had been given these protest. I just started these trespass notices and they've been advised that they needed to move on. Well, that didn't happen. And it appears right now there is going to be no movement. So we know on the weekend the 2 sides met, although we're not quite clear at at this moment as to the specific outcome of that meeting. In saying that head of the university of toronto has issued this morning. An update from the president. On the encampment at st. George so I want to share with the president of the university of toronto was saying using lawyers representing the university of toronto served documents seeking an injunction order from the ontario superior court of justice and asked the court for an expedited case conference for scheduling. In addition to pursuing this legal avenue in it to return king's college circle to the university community. We continue to engage in discussions with students representing those in the encampment. He goes on to say we had a long and productive meeting yesterday and are meeting again he says as well that we remain hopeful it in saying that though, and we're showing you images here, you see, this is a very robust encampment. It is a very passionate today. Kevin community there at the university of toronto, the pro-palestinian encampment, they will have the support of some of ontario's labour unions who have shown their support for the pro-palestinian supporters throughout it, the throughout their protest. The thing about an injunction is essentially what it is doing it legally is seeking the in this case, a group too. Well, I was a seasoned is-is, but to stop what they're doing. We know that there are and we know that that groups like this, that we see there's cupe the headache up fred home, they're speaking one of the challenges is, you know, the argument for freedom of for the ability to protest. But the universities is saying here, we've seen this before with other kinds of protests or gatherings across the country where organizers or even those who were responsible for jurisdiction, saying, okay, look, you've had your time, you've made your voice heard now it's time for everyone to move on the group has been quite clear in terms of there demands and what they're looking for and also clear that they're not satisfied with what the university is offering. Now, according to one of the organizers of the pro-palestinian encampment, the group at the university of toronto, they say they presented a counter offer to the university executive. But again, we're not quite clear on the outcome of the meeting from yesterday. I want to say marcia doesn't look like this is going to wrap up at any point soon. Certainly, the university is seeking some kind of middle ground here and they have presented recently in the last week, some some negotiations, if you will have it to the but this is a group that is very passionate about what is going on in their community. And for now, it's as we can see from the images marcia status quo. All right, christina, please keep us posted. Appreciate that update. >> Several world leaders and international aid groups are voicing outrage against israel this morning after an airstrike struck a refugee camp in rafah. Officials in gaza say 45 people have been killed too many of the victims, women and children. Israeli defence forces say they targeted and killed 2 senior hamas figures and what they call a precise air strike. The idf says it will review the killings of civilians. The strike comes after a ruling by the international court of justice justice bordering israel to halt its offensive in the city. With me now is anthony seaboyer military and national security expert. Good morning, good to see you. So lets begin by talking about the timing. First of all of the strike by hamas into tel aviv. This weekend. And then we saw what appeared to be retaliation with that strike and ensuing fire in rafah. What do you make of the actions of hamas at this point? You know, after relative quiet from them, firing rockets now back into israel. >> One clue shows is yes. And that and I was not succeed and never educating the cure

abilities. Hamas at this point, they still have that ability to strike deeply into so well at this point. So this is a very alarming acute ability in the one hand, on the other hand, it's clear that the strategy to jones using will not fully succeed in reddick, hitting hamas because hamas can be provided with weapons from outside and can be provide it with people to recruit from outside as well. So I think it says a lot about the hamas could build is at this point. >> Well, are you surprised that hamas still hats? The capability to carry out a strike like this, given the fighting has been going on, this been so much destruction in gaza for now, 8 you would think that hamas would have been handicapped, but yet here we saw what, 8, 8 missiles going 8 rockets going into tel aviv over the weekend. >> What's clear is that their infrastructure, the hamas infrastructure has been significantly reduced cost and effectiveness and attacking has been significantly reduce at this point. But that said, it's very difficult in such a densely populated area. With so many underground tunnels to actually target all potential every weaponry that they that they have at this point in this point, in my view, the strikes that we're seeing from israel that having a country affected not increasing the security of the swale at this point anymore. They're just so radicalizing palestinians because they have to consider. Why is it justified to kill 45 palestinians for to hamas offered us. I think firms, national security aspect of this tragedy has to be really deeply. We saw to the side of the time government. >> But it's just too big to be devil's advocate. Can't israel point to this and say this is why we need to continue our operations as we have. >> Absolutely the that killed bility still there. Obviously, the question is, these are these means the most effective. And I would argue that after many months of these attacks, we're seeing this capability remains and better ways better strategies. I have to be adopted. I think that's what the whole community saying. That's what americans are saying. That's what many times really allies are saying this is not the right strategy. And when you look at the weekend events, I think it leaves a lot of people thinking about where the ceasefire talks go from here. And yet. >> They're scheduled to resume tomorrow. Your thoughts on that. Yeah, the problem is that many of the actors have no interest, at least it seems no interest in so hot in the conflict. Hamas, of course, benefits from this site. It's. >> That could be an even better recruitment tool that these kind of for them. It's hard to imagine what that would be. This certainly strengthens their argument domestically for recruiting violent radicals on one side and the at the time, the government that the hunt, it's really surprising that to these continued attacks would be perceived as a proper strategy does not in accordance with israeli ethics, not in accordance with international ethics. And according to national, as we saw the icg that russian canaccord cooley requesting stop of that actually see the americans and many other israeli allies requesting a different strategy at this point. So this really a it's hard to see where we go. She shuns go from this point, get the only solution to this conflict is going to be on the go shooting table. >> Your view on israel hitting a refugee camp in what reasoning could there possibly be for targeting a camp for displaced people? >> What's to earn an side is certainly is using human shields to protect operatives. That's 2 are going to have that said, do my view from international screw perspective. There is no justification for hitting a designated humanitarian zone the to the idf has designated as an area where people can be safe and in that area to take it as they said to to hamas operatives. There's no relationship here in terms of, in my view, the benefits for national security us route to the to the risks of radicalizing individuals that were long-term before the attacks against is for my view, this immense to conflict, these kind of attacks meant the conflict rather than and more security for israel right since the again with negotiations apparently set to resume tomorrow. Anthony seaboyer. >> Military and national security expert, thanks so much for your time with us. Reaction is pouring in after a statue at the university of ottawa was vandalized. The incident happened in the area right across from a pro-palestinian encampment, but it's still unclear whether the 2 are connected. Ctv's katelyn wilson has more >> I don't think this is the way to grab anyone's attention. Christopher adam is referring to this scene outside tab are a whole rediscovered. The statue of joseph hall tree topper, a covered in red paint friday morning. As a historian, I do support reviewing our public memory and how we explore pup member. But the way to shut down the conversation is the boundless the statue stands directly across from the pro-palestinian encampment, which has been there for several weeks. Calling on the university of ottawa to cut ties with israel. I I think this was an act of solidary. I was done on with the income. The encampment is

just one of several across the country. And as the university of toronto threatens legal action, if protesters don't by monday morning, as saint says here, they're still in talks with the university. It's kind of us. >> Telling continue university does a valuable property more than its students are the students that have out there for almost a month now and really, this is what really got our attention. The statue was one of the oldest monuments in sandy hill. Cabaret was a pillar of the francophone community and is considered a founder of the university. Everybody has a right to express themselves. >> But we have to also understand that there are some pillars and there is some history in the neighbourhood. We want to make sure that that history is respected. We reached out to the university for comment, but did not hear back in time for broadcast. In a previous statement to ctv news, the university says it supports and protects the right to peaceful protest. But encampments and occupations would not be tolerated. It is a university any downtown residential area. And we're hoping that we can find to ensure that everybody can have access to the space and express themselves accordingly. Katelyn wilson, ctv news. >> The U.S. is marking memorial day today and tens of millions of americans are expected to be on the road. >> We just >> Are still seeing these big travel numbers and we haven't seen numbers like this for memorial day in nearly 20 years, not since 2005 that we've seen numbers this big. >> It's predicted more than 8 million people will travel by car over this long weekend. That's the highest number since 2000 to over 43 million people are projected to travel more than 80 kilometres from home, marking a 4% increase from last year. Doctors concerned over the potential spread of avian flu in canada, urging the federal government to expand surveillance. The virus has circulated widely among cattle in the united states as ctv's kathy le explains, testing is started and staying ahead of the spread is critical. >> The cdc confirms and michigan farmworker, it is the second person to get infected with the h5n1 virus tied to dairy cows. That person has recovered from mild symptoms and had pink eye similar to that dairy farmer from texas who contracted the virus in april. That current working hypothesis. >> That people in dairy farms may be exposed directly to milk, rather than expose to aerosols in the air. Currently, there are no cases of the virus in humans and cattle in canada for monitoring situation very not in the human population, but obviously the media, the bovine and broader. >> Million population, the canadian food inspection agency has confirmed that milk and milk products sold on store shelves are safe. >> Because they've been pasteurized. But the supply is being tested as part of the country's effort to expand surveillance of the avian flu. Lactating dairy cows imported from the U.S. are also being tested and there is voluntary testing of asymptomatic house. We need to expand in my opinion, to conducting cierra logical surveillance, which means looking for antibodies. >> That might suggest the past exposure. >> Either in a dairy workers or and cattle infectious disease. Experts say the government should also test wastewater for h 5, 1, >> Some canadian researchers are conducting those tests themselves. We would not be able to say. >> They came from humans are kept or any other source. But when it does tell us that the sydney is in the environment and so that can then allow us to begin to take precautions to stop its spread. >> While the risk of avian influenza infection to people in canada remains low. The concern, of course, is that if this virus has some additional mutations that make it more readily transmissible between mammals, it would be problematic. The world health organization says bird flu has killed about half the nearly 900 people. It has infected worldwide. >> Over the past 2 decades, kathy le ctv news, calgary. >> In just a few weeks, mp's will break for the summer and the liberal government is poised to try and fast track some high-priority legislation that includes the long-awaited framework for a national pharmacare plan. Ctv's annie bergeron-oliver has more. >> Talks are intensifying on parliament, where the liberals are trying to quickly pass new pharmacare legislation that could make many diabetes, drugs and contraceptives free by year's end right now, only a fraction of canadian women are eligible for prescription birth control at low or no cost through a public drug plan. The liberals launch the first phase of their pharmacare plan in february, offering of 1.5 billion dollars so far, no deals have been made with the provinces and territories and quebec and alberta want to opt out. >> We're hoping it's not a photo-op. We're hoping that it doesn't become just a hollow promise, but that's why said we were concerned about pharmacare coming out want
