take three days. So I'll just name a few of them. A recent case, the Government's decision to interfere in dental care. Seems to be an ideological interference. Talk about giving them to the private market with the support of the NDP. It is a clear failure that is starting here. For many years they have refused to give the health transfers that have been unanimously requested by Quebec or other provinces and territories. Al it is a refusal to work hand in hand with Quebec and the provinces. There is no one who is serious who does not believe there is a constant conflict with the provinces. Also in terms of municipal infrastructure, Ottawa posted its conditions. There is a clear failure in terms of immigration. They can't manage Visas. There are backlogs for years, people waiting, hundreds of millions of people in Canada, and the Government doesn't even know where they're located. They also give contracts to a shady company like Mackenzie, and they are trying to weaken Quebec. There is failure after failure for this Government. In recent days we have talked a lot -- well, about they have not given an intelligent answer. There is no intelligent answer to what we have observed. We haven't seen people at committee -- well, they have been treated very rudely. But figure are clear in terms of French in Quebec and Canada. The decline in French doesn't seem to be bothering this Federal Government. The Liberal Government plans to support a challenge up to the Supreme Court to strengthen frerchl in Quebec, it says. But all these steps back are failures, a lack of respect, secularism. In a secular state obviously we would never introduce Islamic mortgages, halal mortgages in a place like Quebec that wants to be secular. They wouldn't try to create a religious exception to end hate speech. Once again there are failures. In terms of secularism, they seem to have the same positions as the Liberals. And also the Government's failures in terms of the Phoenix pay system. They want to he are place it but won't give money back. There is also the ArriveCAN failure. The spinoffs affect billions of dollars out of the Canadian Government's coffers. So failure after failure. There are should you say of companies that received assistance during the pandemic, and these companies are still facing inflation, labour shortages, and other issues, and there are -- we'll never know the exact number of these companies, but they have gone bankrupt and closed their doors because of this Government's ineptitude. Another failure. Also another international failure that is constant and repetitive. There is a lack of credibility. The Government can't seem to get a plan to reach the 2% of investment. There is the posturing with the war in Gaza. This is increasingly seen on an international stale with respect to the Palestinian state. Another failure. Bombardier that has also faced $5 billion in issues even though there is other issues, and they won't know the real reasons behind this story a series of failures. The Government sint able to do it own work properly, and now they want to do the work of other prisons that are competent. This Government has a minority mandate, and this mandate is a failure as I said. Interference always takes longer, costs more, and it is never better. And it happens at the cost of

all sort of contractors whether it's Mackenzie or others. It also requires extra public servants,s causes overlap in provincial territory, and has racked up a deficit of $40 billion. While Government has also aligned itself with the NDP to have a majority Government. And the NDP mandate seems to be also disappearing. Either the Government needs to suspend its aggressive centralizing program and keep going to the end of it mandate. It seems to be looking to stay in power to the end of 2025 or go to an election now though I doubt Quebec would expect this. It doesn't have the right O'Fool people or parties in this house. And I have already said if the Prime Minister is so fascinated by Quebec's jurisdiction, he can shift to provincial politics although preferably in Ontario. At the very least, Madam Speaker, what the Government must do is to recognize in each of its actions that there should be a right to opt out unconditionally for Quebec and it provinces. At least it's centralizing ideology should be able to be adequately set aside while respecting Quebec's provincial jurisdiction. What is essential in the spirit of this motion is the Canadian Government should end and stop its intrusions which seem to be growing in Quebec's political jurisdiction. The honourable Government secretary and house leader. >> Thank you, Madam Speaker. I would like to think Members of Parliament put the people they represent first and foremost in terms of their interests. I look at whether it's the dental program, the school program for food providing nutrition to children. The national childcare program. These are all programs that the Government of Canada whether working with stakeholders, other levels of Government have moved forward with and are being received well in all regions of the country. My question to the member is does he not believe that the Government of Canada should be reflecting what it is from people all over the country which includes the type of investments we are making today. I would like for Quebecers to understand only someone who rises in this parliament to tell Quebecers in English, look at what we are doing better for you. It takes the Federal Government to impose something with their own money because Canadians are intrinsically superior to Quebecers. I find this completely illogical. If they have good ideas, they can be extended elsewhere. For example, day care. The model came from Quebec. Pharmacare also had a Quebec model. If the Canadian Government can recognize what Quebec is doing well, it is buzz Quebec is able to do so itself. Questions and comments. The honourable member for Saint-Laurent. I would like to thank my colleague. There are many things that separate us. I understand that, of course, but there are also things that unite us. I think we have to recognize the fact that as Conservatives, we do respect jurisdiction. Its a cardinal point of our policy. And when we were in Government, we were taking care of our federal business and allowing the provinces to take action. And we saw that sovereignists had more support. And as he showed, the Government leader of the Bloc is not taking care of business properly and not only does he not do his own work properly but interfering in provincial jurisdiction. The result is we have seen that the independent movement is growing in Quebec. Two weeks ago at the national assembly, the leader of the

Parti Québécois used improper use of Government money as a reason to vote for them. The Bloc voted in favour of 500 billion in credits. The honourable member for Chamblais. There are several things there. First, I realized that anything that is Quebec's jurisdiction for example health transfers, the new Conservative position is to give money to prisons. The good news is we will have a debate on independence because we are rising in the polls. We are going to win. There will be room for everyone in Quebec for the member to do politics there. Third thing, I would like to enlightedden something in terms of this. The Bloc voted against all liberal budgets, all economic updates from the Liberal, but it did not vote in favour of some budgets. It did not want to stop the state from functioning because ministerries would not be able to pay people. That's the explanation. But we did vote again the budgets, the update, and you can continue to say in French that the Bloc did this and in English that he did something else. I will have to leave time for another question, a quick one. The honourable member for . I would like to thank the leader of the Bloc for his speech. Something that involves us as NDP, it's health in particular and also pharmacare. We will be negotiating with the provinces. The Quebec system isn't perfect, and there has been a unanimous request in Quebec for a you a universal system. So we can take a step forward together through discussions. And in terms of dental, there is no interference because we're not telling Quebec how to manage it system. We do pay dentists bill directly. For the 4 million Quebecers who don't have dental insurance, there are 40,000 seniors who have care. It would be sad for the Bloc to be against dental care for seniors in Quebec. The 'em had he a quick answer. I find it wonderful to see the NDP recommending public programs for the private market that will benefit from these public programs. I repeat this fundamental principle for the unions. There will be nothing that a Canadian can do that a Quebecer can't except perhaps oil extraction. Therefore I ask everyone to commit to improving Quebec services, investing in Quebec services, and we don't have to negotiate with Quebec. We are supposed to have a funding transfer with no strings. That's what we're asking for. [ Applause ] >> Voice of Interpreter: Resuming debate. The honourable member for Jonquière. Madam Speaker, what an inspiring speech. It's hard to follow that. Perhaps, Madam Speaker, we could imagine the scope of the Federal Government's intrusion into federal-provincial interference. I could go back about what happened this week at question period. CUPE this week while I asked the Minister of transportation saying that Quebecers hope to be in charge of what happens in their province, and the Government want to be the master of everything everywhere. We see this with pharmacare, dental care, and in response the minister of transportation said that the Bloc want to create quarrels. Also he said the Bloc used to be here for their passion, and now they're here for their pensions. That seems to be rather stupid. You would agree with me that not only the Bloc members have a pension, and to reduce us to have that is rather vulgar. And I say that, Madam Speaker, because at the outset, I thought that I would reply to the minister of transportation but found that to be rather small and belittling. So what I would rather do is show the minister of transportation what is our passion here is defending Quebec's interest. So in terms of interference into provincial jurisdiction, I have
