>> From "global-kingston. This is ckws news at 11. Good evening. >> One of kingston's stuck tour boats has managed to escape from the inner harbour. The island star managed to squeeze under the fixed cement bridge on the east side of the closed lasalle causeway today. But it wasn't easy. Kaytlyn-poberznick has more on how thousand islands cruises managed to macgyver their boat into open water, and when it will be in ship shape for dinner cruises. >> The island star escaped the inner harbour today. It's been a work in progress for them to be able to get it past the causeway, but after some modifications made to the boat itself, it was able to go under the fixed portion of the causeway that is usually used for small boats. >> Extensive work, technically complex work, but we got it done along with some ballasting of the vessel to get the island star under the causeway this morning, as optimistic as this is for the high profile summer business, the frustration of having to jump through hoops to get the boats on route remains. It's really impactful that we had to undergo all the expense to do this without federal help and to make it under a portion of the bridge that can and should be lifted from below with a barge, or from above with a crane. Sbc needs to lift that bridge out to get the other vessels out of the inner harbour >> Now, this still leaves two boats on the wrong side of the causeway and they aren't able to modify them like they did for the island star to be able to get them under the bridge. >> The canadian empress and the island belle that are too tall to have any possibility of fitting under that low portion of the bridge. >> As for the usage of the island star, the pieces removed need to be reattached, including the radar arc. Electrical work needs to be done and they need to add some air conditioning to the unit itself. So we'll spend the next two weeks doing that, and we'll be operating for a public sunset dinner. >> Cruises as of the 7th of june. >> Eric ferguson says he hopes that the federal government will compensate thousand islands cruises for the expenses that were undertaken to get the ship past the causeway. Kaytlyn-poberznick "global news" kingston. >> You may have noticed water levels are lower than usual this spring, including lake ontario, and experts say climate change has something to do with it. But as darryn-davis reports, the current low levels are actually the opposite of what they predict is coming. >> Anywhere between eight and ten centimeters right now, we are below average on lake ontario. >> Frank saginaw is keeping a close eye on those water levels as the co-secretary of the lake ontario saint lawrence board of control. The board is part of the international joint commission that manages water levels along lake ontario and the saint lawrence river, he says long term models actually show increasing water levels in the great lakes system in the coming years, going up by maybe 10 to 15cm. >> But what we're really concerned about are the changes in extremes, reminiscent of 2017 and 19, that showed what impact high water levels can have flooding municipalities up and down the saint lawrence and lake ontario, frontenac islands mayor judy-greenwood-speers says residents on wells, pei serious issues with both extremes. >> When it's high water, it inundates the well and contaminates it from the top. When it's low water, you've got to get to that water. >> The wetlands are drying up. If the wetlands dry up, that is habitat for a very high biodiversity of organisms. Not just aquatic organisms, but birds. >> Queen's university professor and freshwater ecologist john small says the longer, warmer summers and shorter winters are leading to lower water levels in other areas and to increase water temperatures. Ideal conditions for more blue green algae blooms gives taste and odor problems, so it affects drinking water, but it's actually some more serious effects. >> Too many of them produce toxins, greenwood-speers says. >> Climate change is already impacting millions of people along the shores of the great lakes, and saint lawrence river. >> Many of our cities and locations of villages are close to the water's edge. They're very at risk, and we have not done enough to get ready and protect. >> And with climate change extremes now a well-established reality, those risks and impacts have become a question of when, not if. Darryn-davis local news, kingston the circus has come to town. >> Cirque de paris is setting up its big top in the parking lot of the rio-can center on gardeners road. The circus group has been touring the province, performing in ottawa earlier this week, and now they're ready to entertain kingston with jugglers, acrobats, clowns and more. Everyone in the troupe is from europe. This european style show means one ring is shared by all the performers, and there are no animals involved. The first show is tonight, followed by a friday night performance. our first show here in kingston. >> Some tense moments on bath road early this morning after a vehicle took down a streetlight pole. Here's some viewer video of the scene following the collision shortly before 1:00 this morning. The crash happened on bath road near sir john a macdonald boulevard, kingston. Police say there was substantial damage to the pole, which w knocked down across t westbound lanes. The driver was arrested and charged with impaired driving. When a kingston man's mother was diagnosed with als, he decided to help raise money the only way he knew how. In the squared circle, a wrestling for charity event will take place. This saturday at katarokwi arena, featuring current pro wrestlers, legends from the 90s and even a few local celebrities to raise money for a good cause. And then when he passed, I just ended up continuing on. >> So it's fitting that it was another member of his family that inspired what he's described as the biggest event of his life. >> It's the culmination of 15 years of work in wrestling. >> The event, called stepping up a show for mom, is raising money to help his mother buy mobility equipment to deal with her als diagnosis. It was devastating. >> Coming up, jesse bell is both a student and friend of leaders and jumped at an opportunity to help put the show together. Kyle really has become like family to me and you know, when your family suffers, you suffer. >> The show will be held at kingston's katarokwi arena saturday, may 25th. Thunder mountain and will feature an appearance from x star, the mountie. And current ptna star frankie kazarian, who will be opposite leader in the main event. >> He's going to have to do absolutely everything to hold me down because I'm not coming to stepping up to lose in front of my mom. >> All are welcome to witness what leaders hopes will be a body slamming good time. For a good cause, fawwaz muhammad-yusuf "global news" napanee. >> The cost of expanding brockville's memorial civic center is going up due to rising construction costs, but officials remain optimistic. The now $41 million plan to twin the arena will go ahead. Tallahassee has more on the city's push to get the project shovel ready this summer. >> The brockville braves might have a new rink to play on soon. This is great for the city of brockville first and foremost, and it's also awesome for both the braves and the younger hockey players in brockville, having a facility, you know, a state of the art facility coming in that's available year round is a is a game changer for sure. >> But building a second arena to pair with the existing hockey rink at brockville's memorial civic center won't come cheap. The cost of the city's proposed expansion and redevelopment project is now estimated at around $41.3 million. That's 8 million more than the last estimate. The planned improvements to the memorial center would provide space for things like pickleball and an exercise track. >> About 20 million or so of the of the total picture is to build a second pad of ice on our existing brockville memorial center. There's about $5 million worth of upgrades in the existing brockville memorial center, and several million dollars being spent in the exterior property to realign some of our sports fields. The city says it hopes to be ready to start building by mid-july. >> By the only thing remaining before the project can be greenlit is knowing exactly where all the money will come from. >> This project isn't going to happen without support of the upper levels of government, the city says. >> It might end up fronting a third of the cost, and a fundraiser to raise the money needed is also in the works. >> So we do have an advisory committee who does a lot of public outreach with the user groups, with the public, and they've really been feeding the city the scope of this. So a lot of what we're building is specifically what's been asked for through public engagement. So 41 million is a lot of money. It is important to know that that is a compendium of all the costs. >> The current rink at the civic center is open during the winter months and is open to other events throughout the year, including ball hockey and line dancing. For now, the community is waiting with bated breath to see if they'll score. The
