A chilling warning about a convicted offender living in surrey was the last straw. The 29 year-old brutally raped 2 women and police warn he was still a threat tonight, surrey officials say his case was just the latest in a string of release of dangerous offenders in their community and they are demanding changes. Ctv's abigail turner has the story. >> It's become a routine headline. Vancouver police have issued a warning about a high-risk offender and convicted killer. A dangerous offender has been released from prison and is now living in surrey. Police are searching for a high-risk offender who is wanted on a canada-wide warrant. High-risk offenders being released into the community. If if the dangerous offender that it's going to re offend. Why is this person being relief? Surrey's board of trade issued a public letter to the province after mayor brenda locke sent a similar statement calling for the province to make a change in the justice system. There are protocols in place. A lot of them come from the federal system. The concerns come following rcmp announcing the release of his as razik the 3rd, a dangerous offender to be released in surrey in roughly 6 weeks. Police say he presents a serious and imminent risk to vulnerable women and intimate partners when it comes to our business community. >> We're concerned about the safety of our consumers are workers the brand of our city as well. Corrections service canada says there are many assessments and conditions that must be met in order for an offender to be released. I get really concerned about an informed. >> Political opinions, one expert suggests warning the public only makes it more difficult for offenders to reintegrate back into society. To me. >> That's offensive. To the criminal justice system because that person would have been released by the parole board who had decided after reading a ton of information and hearing submissions. It was too risky to release them into the community where there's a risk it can be managed in the community. B.C. solicitor general says he has received the letters and will be delivering a response. >> Abigail turner, ctv news. Surrey. >> Now to new details on the cyberattack that shut down london drugs stores across western canada last month. The company says global cyber criminals are demanding a large ransom and threatening to leak employee data. Ctv's kraig krause has more. >> It could be a race against time as a group of international cyber criminals have issued a 48 hour timeline for london drugs tie their pay a 25 million dollar ransom or risk having stolen personal data released. We know that's a russian base from summit operation cooled lot claimed responsibility for the attack on london drugs. The drugstore has yet to identify the group. But cybersecurity expert brett callow. >> Has been following the prolific ransomware operations moves on the dark wind in famine proclaiming londondrugs offered a million dollars lot, untrustworthy by taxes and some nothing should be taken at face value. London drugs says it's unwilling in an able to pay ransom to the cyber criminals. Something callous as was the right move. If nobody paid brussels, that would be no bull run. A list of companies that includes boeing, britain's national health service in china's largest bank, a global crime group that experts say turned its london drugs in late april, shutting down 79 stores for days. And as the clock dwindles, many customers remain feeling uneasy. When you hear something like that, of myself and many of the people in my building were quite concerned is not a lot. I can do so I if you really afraid and fearful about doing anything or decide I'm not gonna let these you know, stop me from what I consider the supply. And as of right now, london drugs believes that any customer and or patient information has not been compromised in this attack. >> And in an abundance of caution, the company says its

notified all of its employees and is offering 24 months of credit monitoring as well as identity theft services. As law enforcement now takes over. Kraig krause, ctv news, burnaby. >> And the first nations health authorities investigating a cyber attack on may 13th. The health authority says it became aware of unusual activity on its corporate network. It says the investigation is in its early stages. And aid uncovered evidence that employee information has been impacted. However, ctv news has obtained documents that show not only employee information, but sensitive patient details. A threat analyst says the health authority is listed on a ransomware website called I and c ransom. He says attacks on healthcare organizations are particularly concerning >> But I this extreme with and stuff. Knowing that he's a he's a risk and make people salon. He is politically harmful to the end of the wolf. It was a facts. >> The first nations health authority says it has no evidence to believe this is connected to other recent cyber attacks in the province. Earlier this month, all government employees were told to change their passwords and the province admitted it was being targeted by multiple cyber attacks. Now to the tragic death of a teen in a uvic dorm from fentanyl poisoning. Her family is calling for changes to protect young people, including mandating cpr and the locks own training in high school. So students game lifesaving skills. Several provinces already do this, but B.C. doesn't ctv. Shannon paterson has the story. >> As 18 year-old sydney macintyre lay dying from a fentanyl overdose. Several of her university of victoria classmates watched helplessly not knowing what was happening to her or how to do cpr. It's a tragic story. What the afghan nation does for a national charitable foundation. And our goal is to see every young person graduate from high school with the skills and knowledge to save a life. Thanks to the act foundation. There are teachers at the majority of B.C. public high schools who are trained in how to give cpr classes to students. But unlike ontario, quebec and alberta, it's not currently part of the secondary school curriculum here. Fortunately, where it's not a mandate mandatory in the curriculum. We do see schools, some teachers stop teaching in overtime or fall away from schools overtime in the wake of mcintyre staff. The act foundation not only wants the lifesaving lessons to be mandatory in B.C. high schools. It wants that training to include overdose response and the students learned watch our opioids and how to opioid overdoses happen. They are. And what is naloxone and how does it work? And then they learned how to respond to a suspected opioid overdose. Bc's education minister says the province is ready to act beyond looking at these 2, making a cpr training. >> And also a training in other school system because we know the benefits of fake, we could see nice. And you're looking at the next caucus. The act foundation would also like B.C. to begin widely offering nasal naloxone instead of injections. That's what is available in ontario, quebec. So I think the city should be looking at those provinces and seeing how they're doing that. And hopefully we'll see nasal naloxone available.
