It happened around 10 45 last night in the area of martin grove and langstaff. Police say the 16 year-old boy who died was riding a mini bike when he was struck at a four-way stop near jackman crescent. 24 year-old harden or cho han is charged in the crash. >> The driver of the vehicle. At the collision was subsequently arrested and charged for dangerous operation, causing death failed to stop after an accident causing death and possession of a controlled substance. What's happening now eileen, able to big topic of the day here in council chamber has been the city's aging infrastructure and how the city would pay the bills to maintain it all moving forward. City staff recently undertook a review. >> Its capital portfolio and

found that 40% of the city's capital assets. We're talking roads, bridges, buildings are either in poor or very poor condition of the cost to maintain them is absolutely enormous. We're talking 40 billion dollars with b over the next 10 years. And that is 26 billion dollars more than a city had predicted. So we're hearing a lot of calls here today about the infrastructure money, specifically from the feds. We know that the province has tipped a decent amount of money as part of that new deal that we saw in the fall. But a lot of calls to ottawa today for more steady stream of income to maintain the a state of good repair. Also for things like new subway cars for line to all of these things that are costing the city an enormous amount of money that it simply doesn't have at this point. Okay. Natalie, a lot of drivers are watching for gridlock on the gardner that is expected to come out tomorrow. What can you tell us about that? That's exactly right, leena. It's an issue that has just been added to the agenda here in city home. We know that the construction that has been taking place over the last 7 weeks between dufferin and strachan is really snarl traffic, a lot of significant impacts across the city as a result of that. And so there is a motion on the agenda put forward by councillor brad bradford to look at that timeline. This is a 3 year project that we're talking about in so many people are saying 3 years is just unsustainable for this kind of disruption. So council tomorrow will be looking specifically at whether around the clock construction might be an option here to speed up that timeline. Here's more from councillor lily chang on that this someone who previously lived in asia. >> 24/7 is definitely something that should be normal. We have to find ways obviously to mitigate sound and you know, in japan, they're actually examining using ai to figure out which parts of a bridge need fixing. So I think we need to really examine what's happening in other countries and learn from their best practices. >> Mayor olivia chow saying this morning that the city is now working with the current contractor to look at ways of expediting the timeline. For more on this, let's go live to cp24's. >> Steve ryan, steve. >> Yeah, we know the city has said that that the number of encampments within the city limits has decreased significantly. But there still are many of them around the city. And the city is now changing its approach to how they deal with those who are homeless and who find themselves living in some of city park. So the city will no longer be asking the toronto police to step in and forcibly remove people who are in those encampments. They're now going to approach it from a different lands. And that lens as one of the guidance and one of counselling, the city of toronto is going to provide all those who are in the encampments with the opportunity on a path to employment, get them off of any substances that they may be addicted to do with mental health issues as well. And make sure that they have a firm footing when it comes to leaving the encampments getting. Full time jobs and getting homes that they can call their own. So this approach is much different. Then in the past and the police were the ones that stepped in through force oftentimes were forcibly removing people that is no longer going to be the case. It's going to be more on guidance and more on a counselling. Here is more reaction we got earlier on with regards to this new approach that the city is going to adopt. That's >> Chow and I have written to economic and community development committee with the motion to direct city staff to develop and implement key actions to increase access to safe secure housing and shelter for people who who are living outdoors respond to the unique housing these of shelter seekers. And I particularly want to highlight recommendation for a pilot program of enhanced multi-sectoral case management support for people living outdoors of those people who have complex mental and physical health needs and that this would be done in partnership with community serving and health care experts. >> In april of >> This past we had an average everyday of 225 people that call the centre central intake phone service. They were unable to get matched to a bed by the end of the day. As of may 5th, there were 256 encampments at 131 city-owned properties in toronto. But this work is about people. That's why we've evolved our strategic approach to encampments. Everyone deserves a safe, affordable place to call home. And this report and the accompanying protocols are just one piece of the measures we're taking to offer certainty help indignity to people experiencing homelessness and surrounding communities.
