A jury ruling 23 year-old alice lee is guilty of second-degree murder in the meth death of his mother. 56 year-old chan lee. Her body was found in several garbage bags in march of 2022 on eastern avenue. This after she was fatally stabbed in the apartment she shared with her son. Lee, killing his mother was never in question during the trial, but the defence had argued it was a result of years of abuse. He will be sentenced at a later date. A teenage boy is dead and a man is facing charges after a crash in vaughan. It happened around 10 45 last night in the area of martin grove and langstaff. Police say the 16 year-old boy who died was riding a mini bike when he was struck in a four-way stop near jackman crescent. 24 year-old her nor cho han is charged in the crash. >> The driver of the vehicle. The city of toronto says it's changing its approach to deal with homeless encampments with the ultimate goal of getting people off the streets and into permanent housing. cp24's steve ryan, tell us what's changing >> Well, we know the city has said that the number of encampments within the city of toronto has decreased significantly and they have changed their approach, as you just mentioned, to how the city is going to do with those encampments that are still existing within the city limits. And it is no longer going to be address by the use of force. So the police are no water going to be asked step into the some parks, encampments and physically remove people. Are deemed to be trespassing at the time. They're now going to do it with a thoughtful approach and that's going to be done through guidance and through counselling. The city is going to advice people who are in these encampments on ways get and keep jobs, perhaps get them off of any sort of drugs that they may be addicted to address mental health issues and make sure that there is a pathway to permanent employment. Therefore getting them permanent housing. So this approach is more of a holistic approach and is one that city thinks we'll be better for all those people that are in the encampment and they're not going put the police in a position where they're the ones that going to be asked to physically remove people who are calling these parks homes. We got reaction earlier on with regards to this plan that's going to be implemented by the city of toronto. And here's some of the reaction from lets us. Several key pillars to this approach. The first is expanding the enhanced focused housing focused outreach and support model. >> 2 other encampments, its exploring new service models for people that are living outdoors. It's about enhancing safety in our shelter system, both for our staff and our clients. And finally, it must be about increasing housing opportunities and shelter system flow. We know great success comes from meeting people where they're at the city has added enhanced outreach model to its encampment to a cat that allows us to provide increased security amenities, health services and street outreach. >> We're making the request of the government of ontario to located 54 million dollars to the city of toronto for the year. 5 administration of the canada ontario housing benefit program. >> To meet demand and continue to support transitions for people living outdoors our shelter system to permanent housing. This is a problem for governments across the country to face face a crisis of people not having a home. And for toronto, this is another step that built on the shelter safety study will include an assessment of needs this fall, followed shelter safety plan and the capital plan for the city of toronto. >> Enhanced outreach programming is being done to help people to provide them with guidance and to allow them to keep their dignity. >> So thank you. We hear all the time here in willowdale, our fountain at mel lastman square is broken and you don't know where we're going to get the money to fix pot. So we can see our city is falling apart and this all leads back to something that we talked about last budget, which is that the city needs a new fiscal framework. We cannot run a city of our size just on property taxes. We have to have revenue coming for a percentage of income tax. The percentage of sales tax. That's the way we get to a better city. >> And councillors will also discuss a motion by brad bradford and jon burnside that would accelerate construction on the gardiner by allowing work to go on 24 hours a day, 7 days a week. They say that could shave a year off the timeline and save the city. A lot of money. That motion is expected to be tabled tomorrow. >> City staff are already doing not. They're looking into it right now and they are testing some of the equipment to see how noisy it is in the

evenings to see if they can accelerate the work and how they can do that best. They're also consulting with industry experts. They are already employing people. The organization is out with its 2024 poverty report card. It found almost 44% of people nationally feel they are financially worse off compared to last year. One in 4 say they're experiencing food insecurity. The federal government received an overall grade of d minus 7 out of 10 provinces, including ontario also received a d minus and

chief executive officer of food banks. Canada. Kirstin beardsley says this report card also aims putting forward potential solutions to fix poverty and food insecurity. >> This isn't a report card you want to bring home to your parents, that's for sure. Most jurisdictions across the country, most provinces. As you said, the federal government are getting in t minus. And that's because so many people are struggling. So we've looked at a number of different measures to create this report card. So we're grading them across, you know, people's experiences of poverty, material deprivation. And we're also looking at legislative progress. So I think this this report, quite frankly, as an offer to government, we're not just saying, hey, things are really bad. We're also laying out policies that they can implement. >> Food banks canada says most governments poverty reduction efforts remain insufficient. Well, data indicates food inflation has been steadily cooling. But a new poll shows most canadians believe it's still worse than it was a year or 2 ago. 64 1% of those surveyed by leger say they think inflation at the grocery store is getting worse. 25% say it's about the same in just 6%. Believe it's improving almost 30% thing. Food inflation is primarily caused by grocery chains trying to increase profits, which major grocers have denied. 26% believe global economic factors are responsible. While 20% blame the federal government and sylvain charlebois, the director of the agri-food analytics lab at dalhousie university joined us with his thoughts. >> The reality is that even though food are dropping, they've been dropping since march. By the way, if you look yesterday's cpi we're we're seeing prices for in many categories. Draw, but people aren't necessarily, she ling it.
