(Dynamic instrumental music) >> Environment. Canada has issued a severe thunderstorm watch for the city of toronto. City council. Busy afternoon on tap lot to talk about, including how to ease the gridlock on the gardiner and the renaming of yonge dundas square. Coming up, the latest from city hall. And the city has created a new report aimed at changing the way homeless encampment and dealt with will have more on that coming up. 4:00 feel like 36 outside from 299 queen street west. You're watching toronto's breaking news cp24. Good afternoon. I'm phil perkins. Thanks for joining sticking with the weather, we're following developing way above our heads. Severe thunderstorms are on the way gta environment canada has also issued a thunderstorm watch for our city expected with this storm are out the 90 kilometre an hour wind gusts and to sized hail and heavy rain stay with cp 24th to continue to monitor the forecast. Food banks canada is giving most provinces and territories poor marks when it comes to addressing poverty and food insecurity. Ctv's renee rodgers joins us live now with the details. You know people we talk about food insecurity during the big holidays christmas thanksgiving, but isn't all year issue, unfortunately. So what does this new study tells about hunger in this country over the last couple years? >> All year issue and an issue really right across canada, that's only getting worse. According to this latest report card. So last year's report card to food banks. Canada gave the country overall id when it comes to poverty and efforts to address it this year. We are getting a d minus as the cost of living pushes more canadians below the poverty line. Let me just rattle off a few key findings in this report. About half of canadians are 44% feel financially worse off than they did compared to a year ago. One in 10 live in poverty, nearly a quarter are facing food insecurity and food bank use has risen by 50% since 2021. Here's what the ceo of food banks or pardon me toronto's daily bread food bank had to say. >> Unfortunately are welcoming about 12 to 13,000 torontonians who have never used a food bank before are coming to the food bank for the very first time on a monthly basis. We're growing at 3 to 5% here in the city of toronto every single month. This past april, there were 311,000 client visits up from about 60,000 pre-pandemic. >> So some very sobering numbers there. And food banks. Canada says that most governments are not addressing this with the urgency that is required. It has a number of recommendations. Everything from that providing an immediate a grocery and essentials benefit to examining a rent assistance program for people across the country. >> That's why the they did touch up. I the people that are using food banks you have any more information on specific. Were the people who who are going to these places for food. >> I can tell you a lot of them fill seniors and about a 3rd of them are children. In fact, the ceo of the daily bread food neil hetherington says that about 50% of the people that he is seeing at that food bank are actually employed now some provinces fill are doing a little bit better than others. Nova scotia and pei each improved their scores from last year bc is also doing a little bit better from than the national average at d minus. And that's because all 3 of those provinces put greater legislative focus on poverty reduction and increasing the housing supply over the past year. But you know, this report really says that there's a lot more work to be done. And it warns without any major intervention things are only going to get worse. >> All right, now those are going out. Those guys what provinces territories actually improved their march by guess you just and to that very appreciate that. Thanks so much. Appreciate your welcome. All right, we're back here. City council is meeting this weekend in major funding. Gaps are going to be the main talking point. Toronto facing billions of dollars and funding shortfalls and infrastructure transit. Part why there is a live look at city hall right councillors talking it councillors are hoping that the other levels of government to will help find a solution to the money issues facing the city.

really. A child broke down some of the numbers and the expensive issues to address. >> Toronto likely tomorrow. We'll have an item where hopefully we will say yes to more density, more options for housing on major street. They call it missing middle housing on major street and make it easier and cheaper to build small apartment buildings and townhouses along largest reits. It maintains strong neighbourhoods while providing more housing. >> I think that our our primary focus is really asking the federal government, the provincial government to recognize that toronto is the size of a province. We have more people than half the provinces. So we really do need different revenue tools. So share the tax guys, we need how. We have no choice but to go to the province and to the federal government. We are limited in the revenue tools that we have here in the city of toronto. >> We're also not able to run an operating deficit. So it's important that we continue that advocacy and they're also welcome to grant new revenue tools and the ability to to gather some more money ourselves. >> And councillors will also discuss a motion by brad bradford and jon burnside that would accelerate construction on the gardiner by allowing work to go on 24 hours a day, 7 days a week. They say that that could shave a year off the timeline and say the city a lot of money. That motion is expected to be tabled tomorrow. >> City staff are already doing not. They're looking into it right now and they are testing some of the equipment to see how noisy it is in the evenings to see if they can accelerate the work and how they can do that best. They're also consulting with industry experts. They are already employing people prefab occasion techniques of the materials. But of course, there was looking into more I welcome the suggestions by council burnside and cancer. Bradford. But in fact, I'm going to ask for that reports come back earlier and come back into life because I know that are capable city staff are already working on those things. >> Well, the other thing is we're going into the summer time where there's a lot of sports events don't of the cne there is the cne a itself, a lot of people coming from out of town. Tourists are coming to our great city. The last thing we want is a bad experience with a hit our roads, so we want them to be able to get to other hotel or there are other entertainment location and have fun and have a good impression of our city. >> The city has created a new report and the changing the way homeless encampments are being dealt with. For more, let's go live to cp24's steve. Right, steve. >> Yeah, phil. The city has announced that they are going to change their approach those are without a home to find themselves living some of many parks throughout the city of toronto right now, there are less than 10 encampments in the city. That was at one point in time over 80 encampments and the city has decided that the best approach may not be to have the police going. And for all intensive purposes. Vix people from those parks because it just moves people out to other locations. And you start the same thing over and over again. If the root cause is not dealt with and that root cause with regard to homelessness, oftentimes job security, lack of food, at the health issues at other other addictions as well. So the city is now going approaches from a different angle and that angle is that they are going counsel. People are going to guide people into helping them get back on their feet to get away from the park's get on real up footing when it comes to jobs, when it comes to getting off of for any drugs that they me addicted to and getting them at the health. That they may need to look after. So it's not going to evict people from the park, but the police in a poor position as well, when they have to go in and physically remove people. You always run the risk of people getting injured this time, they're going to do it from social perspective and help people and guide them into getting back on their feet and getting out of one of the 10 parks that are here in the that are being used to as encampment. So we've got reaction earlier on as well. Here's some reaction. Let's listen. In april of. >> This past we had an average everyday of 225 people that call the centre central intake phone service. They were unable to get matched with that by the end of the day as of may 5th, there were 256 encampments at 131 city-owned properties in toronto. But this work is about people. That's why we've evolved our strategic approach to encampments. Everyone deserves a safe, affordable place to call home. And this report and the accompanying protocols are just one piece of the measures we're taking to offer certainty help indignity to people experiencing homelessness and surrounding communities. >> Town I have written to economic and community development committee with the motion to direct city staff to develop and implement key actions to increase access to

safe. >> Secure housing and shelter for people who living outdoors respond to the unique housing these of shelter seekers. And I particularly want to highlight our recommendation for a pilot program of enhanced multi-sectoral case management support for people living outdoors of those people who have complex mental and physical health needs and that this would be done in partnership with community serving and health care experts. >> Certainly help and dignity are 3 of the goals for toronto city council help these people get back on their feet. Tell us about >> All right, thank you very much to appreciate that as always. It is a for 10 feeling 36 outside this. Take a look at the roads of the first time. He's >> But issues on the burlington skyway yet major issues on the burlington skyway fill it was to has a chain reaction collision on the toronto-bound qew. The upside of the burlington sky was just the left lane that was blocked and it looks like most vehicles are unable to drive away. That didn't happen because a vehicle in the back and a bursting into flames and then lighting the other vehicles on fire. Fire arrived on scene. All lanes are blocked on the burlington skyway on the upside, but they're also been blocked at eastport. I don't have a visual on it, that this is eastport drive where drivers are being forced off card you're seeing in the backlog or just the vehicles in the backlog. Lindsey open all lanes. These trucks will be able to get through in some of these vehicles. They've already turned the other way police officers directed them so they can get off the highway eastport again, this is very, very slow. If you're trying to make your way to run about traffic, obviously dead stopped from well before nikola tesla boulevard. Once you get past, the city can get past this qew toronto-bound into mississauga contract right lane and shoulder blocked stalled transport truck. We're dealing with issues as you're making your way out towards a pickering ajax. And this is the eastbound lanes of the 401 in the express in liverpool and that left lane and shoulder blocked with a stall. Feel so very, very busy afternoon. 72. >> I thank you very much. A well, canada ranks among the top 10 countries in the world for stolen vehicles. According to interpol, the international law enforcement agency says it has identified more than 1500 stolen canadian vehicles across the globe since february. That's when the rcmp integrated its database first on vehicles with inter polls. The agency says that auto thefts are significant revenue source for organized crime groups and thieves are attracted to canada's abundant supply of highly prized suvs and crossovers. The comes amid international outrage over the civilian death toll and humanitarian crisis in the gaza strip's. >> 7 months into the war now today's decisions made generate momentum for the recognition of a palestinian state by other eu nations. Telling hamas and a loud and clear voice that the october 7th massacre. Pays off. They are telling palestinians that educating children to terrorism and refusing to accept the jewish state pays off. There is no talk of bridge building of coexistence of bringing people together. No. These countries encourage and put pitch perpetuate will. More conflicts, more bloodshed, not less. >> We thank dose countries for taking this principle position. We believe that this is an astounding, a message of support the palestinian people's right to self-determination. Independence and statehood, which is non-negotiable. A number we believe it's also an astounding message. Against a apartheid colonialism and genocide. >> And he was national security adviser jake sullivan says that they have had reason conversations with israel about strategic approach to defeating hamas. >> The country that stands strong in defence of israel in international forums like the united nations. We certainly have seen a growing chorus of voices, including voices that had previously been in support of israel drift in another direction. That is of concern to us because we do not believe that that contributes to israel's long-term security or vitality. And so that's something that we discussed with the israeli government and something that we believe that a strategic approach to defeating hamas, protecting civilian surging humanitarian assistance. And then pursuing that vision of regional integration. I just talked about, we'll put israel in the best ed. >> Meanwhile, the israeli military says it's continuing its military activity in the west bank town of jenin forces raided the militant stronghold yesterday, killing at least 7 people.
