In other news, food banks, canada is giving most provinces and territories for marks when it comes to addressing poverty and food insecurity. Ctv's renee rodgers joins us live now with the latest details. Renee. >> Hi, poor marks is and fact. Things have gotten worse when it comes to the poverty and food insecurity situation here in canada. Food banks, canada gave the country as a whole last year, a d not very good. While this year it is a d minus. Now this reports it puts out is essentially a comprehensive reports about 2 inches but I will tell you some of the key findings of this report, almost half of canadians or 44% feel financially worse off compared to last year, one in 10 live in poverty. Nearly a quarter are facing food insecurity and food bank use has risen by 50% since 2021. Take a listen to what the ceo of toronto's daily bread food bank had to say. >> Unfortunately, are welcoming about 12 to 13,000 torontonians who have never used a food bank before are coming to the food bank for the very first time on a monthly basis. We're growing at 3 to 5% here in the city of toronto every single month. This past april, there were 311,000 client visits up from about 60,000 pre-pandemic. >> This report also finds that most governments are not responding to this with the urgency that is needed. So there are a number of policy recommendations and they include everything from looking at a national rent assistance program to an immediate groceries and essentials benefits that is among a number of recommendations, both for the country as a whole and for individual provinces. Okay and renee, I know that ontario received a d minus when it comes to tackling poverty and food insecurity. >> Are there other provinces that are doing better? >> Wright ontario is right in the middle of the road with that d minus, there are a couple of provinces which are doing a better than that one with the quebec. In fact, it's doing the best in the country, that province scored a c plus and that the report says that it's leading the country in poverty reduction efforts. And that includes strong steps to increase housing, especially affordable housing and strengthening the rights of people who rent bc. Also doing better than the national average, scoring a deep loss for the second year in a row. And nova scotia and pei each improved their scores from last year to d -0 and c minus, respectively. And that's after all 3 of those provinces put a greater legislative focus on poverty reduction and increasing the housing supply. But still, this report says there is plenty more work to be done. Further east on the 401 rain now coming down is heavily just a little bit of light rain as you head eastbound for one just east of avenue. This is a stalled vehicle that's blocking the right lane and shoulder. Still rain-free on the qew as you head niagara bound heads up for a collision, blocking that right lane as well as the right shoulder and a jammed up. But rain-free drive on the westbound gardiner exiting the downtown core from cherry to dufferin outside of camera view on the eastbound lanes of the 4 of 7 woodbine ongoing collision cleanup in the 2 right lanes. City council is meeting this week and major funding gaps will be the main talking point. This is a live look of council chambers >> Toronto is facing billions of dollars in funding shortfalls and infrastructure, transit, parks and libraries. Councillors are hoping the other levels of government will help find a solution to the money troubles plaguing the city. And mayor olivia chow broke down some of the very urgent and expensive issues to address. >> If you look at subway one very, very important example. And it's not as reliable as want it to be. Because this is a 2.5 billion dollar in t c capital back out. You've probably heard me say this before. We need new subway cars online, too. And we need it yesterday. So once again, we're hoping that the federal put joiing to prevent show and city government so that we could put the order so that we can make the service more reliable. >> We need a new deal for city of toronto. Municipalities across all the country are asking for a new deal in canada right now. Municipalities receive $0.10 of every tax dollar collected. It's not sustainable and it's not fair because we maintain 60% of the infrastructure. >> And councillors will also discuss a motion by brad bradford and jon burnside that would accelerate construction of the gardiner by allowing work to go on 24 hours a day, 7 days a week. They say that could shave a year off the timeline and saved the city. A lot of money. That motion expected to be tabled tomorrow. >> Everybody understands the challenges in congestion here in the city of toronto. Costs are economy, 11 billion dollars annually in loss of productivity and perhaps even more important is it's really having an impact on people's quality of life. I see it in facebook groups, people stop talk to me on the street. They're losing hours of their day to congestion in the city and none of that's coordinated. The idea that we're going to tie up a major artery like the gardiner for 3 plus years with no end in sight. That's unacceptable to the past 7 weeks have been horrendous for people. So my motion in front of council at this meeting is to do everything we can to expedite that construction. That includes 24/7 working around the clock to get it done faster. >> It was in the in this work. They've already agreed to do the upload. The agreed to take over the 500 million dollars in signed contracts. I have no idea why we're doing the work. But since we are doing the work, we've got to get it done as quickly as possible. 24/7 noise exemptions. That's the route to go. >> And a special tribute at city hall today for jaye robinson, who died last week after a long battle with cancer. >> Science to and >> A moment of silence was held in memory of a long time. Don valley, west councillor, flowers and a framed photo were placed on her spot in the chamber and her husband and 3 sons were in attendance as robinson's colleagues remembered her for her dedication to service. >> Jay was a good friend of mine. I remember that when she was here in the council chamber, she would always walk by me and say, can you please tell them to be quiet. I condone this goes out to the family and she will be missed. >> I also. >> Very much bonded with che around her love of parks of trees and ravines. And that beautiful dawn valley that she had in downtown west that she protected seriously and said our ravines earn a living, breathing organisms in the city of toronto. There are now 9 active encampments, which is down from 84 last summer. City hall has faced pushback from unhoused people and advocates for clearing camps from parks and public spaces. As toronto's shelter system is at capacity. And gordon tanner is the general manager of the city's shelter support and housing administration. He talked about the main pillars of a new report. >> Several key approach. The first is expanding the enhanced focused housing focused outreach and support model. >> 2 other encampments, its exploring new service models for people that are living outdoors. It's about enhancing safety in our shelter system, both for our staff and our clients. And finally, it must be about increasing housing opportunities and shelter system flow. We know great success comes from meeting people where they're at the city has added enhanced outreach model to its encampment to a cat that allows us to provide increased security amenities, health services and street outreach. >> And councillor at the have the bravo says the city is working with experts to ensure the issue of homelessness is addressed. Compassionately. >> We're making the request of the government of ontario to located 54 million dollars to the city of toronto. So the tax came through. >> As a text from my daughter with her first name spelled properly. And it's an unusual name. >> Text messages to mcinerney claimed her daughter's phone was broken. So she had a new one and a new number that wasn't set up with the bank yet she has to borrow money to pay some bills. So she asked me to do that for her and she would reimburse. >> That is what I did after mcinerney e-transferred $2500 and didn't hear anything from her daughter. She called her original number to find out her daughter knew nothing about the messages and that she had been scammed. It was $2500 that let's go to who I thought was her. And it wasn't. We all use text messaging and of course, cyber criminals know this. So they're coming after us on the tools and technologies like text messaging. >> Where we spend our time. Tech expert carmi levy says criminals are scouring through social media looking for names, numbers and addresses anything they can use to customize of fake text message to make it seem more believable. He advises never send money to anyone on the bases of untaxed, called the person from whom it seems to be coming. Asked them, did you text me and ask for money if the answer is no, you know that it's a scam attempts. Mcinerney was with royal bank and a request for refund was denied. A spokesperson told ctv news. We remind clients to take precautions to ensure they are dealing with a trusted source when transferring or receiving funds. The government says 2 million seniors will have been approved to receive coverage under the canadian dental care plan this week. It provides coverage for those without private insurance and a family income of less than $90,000 a year. The government says 90,000 seniors have already received service to the plan and almost 10,000 oral health providers are offering services covered by the program. >> Yeah, I mean, it would our canadian dental care plan is going to make already making a real concrete difference in the lives of millions of canadians. Millions of canadians who won't have to wait until they're in real pain and only come see their dentist.
