That's on global tv at 8 P.M. rescuers are going through piles of debris after a chemical factory explosion killed 9 people and injured dozens others. The explosion in the factory's boiler led to a fire that affected other nearby factorys and houses. The cause of the explosion is being investigated. Officials say the factory made food colouring. Police filed culpable homicide charges against the factory owners. And france french president emmanuel macron says it will not push forward reforms. Kyle benning reports. >> Reporter: on an urgent trip to the south traffic, france's president says he will pause voters reforms set to take place in new caledonia. Emmanuel macron held a moment of silence during meetings with local and regional leaders as riots have turned fatal in the french territory. Protests ramped up last week as people calling for the island's independence voiced opposition to the proposed changes. Asking them to be suspended or scrapped. During a press conference, macron said, quote, I made a commitment for the reform not to be implemented by force and we would give ourselves a few weeks to allow return to calm, resumption of dialogue with a vision towards a general agreement. The changes which have passed both houses of government in paris would give europeans who lived on the island at least a decade to vote in provincial elections, and currently doubting is limited to indigenous people and those who have lived on the island since 1948. And saying the change will dilute their vote, potentially quashing future independence referendums. George naturale represents the island in french's senate and is calling for calm dialogue between both sides. France has shipped in thousands of safety officers to maintain a state of emergency. Macron said he's willing to keep the security forces on the island for the long term. Each with paris hosting the summer's olympic games.
