Rosie is here with "at issue." >> Rosemary: and decorum in the house of commons seems to be deteriorating. >> The leader of the opposition is wearing more makeup than I am. >> Isn't it just a little bit wacko to be raising taxes on farmers and food? >> Rosemary: and with election season still over a year away, is it an indication of what's to come? Let's welcome our panel, chantal hebert, andrew coyne, and althia raj. We'll entered silly season where, for the next five years, M.P.s do not get to go back to their ridings for a week and they get a little kooky. I'm not sure how they're going to end up by the end of june. What althia, what do you make of chrystia freeland's comments and pierre poilievre's too? >> I think they've decided to fight fire with fire. You've seen that from the front bench. It's miss freeland and the prime minister who are going out of the way to attack the opposition leader, sometimes in personalized terms. The other thing they're trying to do, and you've seen that this week, is tie mr. Poilievre to a strategy that worked for them in 2020 and 2021, which is paint mr. Poilievre as a phony. 2021, we had andrew scheer that was a dual citizen and didn't tell anyone. They had taxes on carbon pricing and issues on abortion and guns. After miss freeland withdrew her comments, she called him auto phony,a phony, and they laid the ground on the abortion question. They went there on the homeless crisis and support for our veterans. I think those two things have given liberals a swing in their steps, with more support in their constituency and a slight rise in their polls. >> Rosemary: that's what everyone wants to do, is paint a rosiey picture. But the personalized attacks, did that work where anyone would go, she's right? >> She's right, he's wearing more make up than she is. If she was he and he had made that comment and that was a man saying that to a house of commons, we'd be in deep trouble today. It's a stupid comment but it's also a demeaning comment, and it didn't particularly work. Why should anyone stop doing whatever serious things they're doing to worry about the make up on the face of the leader of the opposition or the minister of finance? Yes, it is silly season. Does anybody remember the elbowing episodes when the prime minister stormed across the aisle at the same time several years ago in the session because he was angry because he was taking too long to get a vote underway? We have seen unpleasant scenes in the past. I've rarely seen, and I covered thomas mulcairn and stephen harper, and I've never seen two people dislike each other so generously as pierre poilievre and justin trudeau. But the liberals may want to look back at history where the conservatives were so successful at framing the

leader. When it comes to justin trudeau, it just didn't work, and I suspect we're at that place in the cycle that what worked for scheer, what worked for o'toole will not work for poilievre. >> Rosemary: well, the liberals had more ammunition for scheer and o'toole. Andrew, what do you think of that? >> Well, I can think of 101 things that are wrong with canadian decorum. With everything that's happening in the house of commons, I can assure you that worse is coming to social media and in campaigning and political ads. We call it smearing, and that's what they're doing to each other. That's become part of politics. There's no doubt that pierre poilievre has brought a particularly snippy elbows up to canadian politics in general, but the liberals have a number of ways of showing contempt for parliament procedurally. This is a party that's refused to hold committee, refused to allow witnesses to appear and table present bills, so between rhetoric and political smears, if pierre poilievre were in power, we'd probably be getting both. Each party comes in and promises to cleanup the mess left by the other and then proceeds to do what they want. When you see people behaving as childishly as M.P.s do, it is usually a signal of their own lack of self-respect. If parliamentarians were a bigger deal, if being a member of parliament was a bigger position, it would make a difference, but when people are told when to standup and sit down, it doesn't. >> There was a rat pack, a group of M.P.s whose only role in life was to make government impossible for the mulroney government and still that is the antics that they got down to, to up to a point, andif that puts a spring in the step of liberal M.P.s, they're in pretty bad shape because there's nothing that you've watched -- do you think that chrystia freeland and people around here are proud of her tonight? Does it enhance her reputation to be like that tonight? If it does, god, that kool-aid must be really good. >> Does anybody know on earth what that line was trying to get at, other than that poilievre was wearing make up. But the interesting thing about poilievre, talking about the rat pack was the leader stayed above the fray and you left the dirty work to your backbench M.P.s, and indeed you left the appeals to the extremes, to your henchmen. With poilievre, he's the one keeping the people's party people in the tent and he's his still best attack dog, so he's pioneering a new style of leadership in that regard. >> Rosemary: last word to you, althia? >> Well, I think with the make up comment it was trying to paint him as a phony. What he pretends who he is may not be who he is. I think the reason the liberals are going to such lengths because frankly they don't have any money. They're not advertising, they're not spending any money on social media whatsoever, so they decided to use their own politicians to deliver that message. The parti québécois has been picking up support in the province. >> That's what independence is all about, reclaiming the money that belongs to us and spending it where it really matters. It pays off to be independent. >> Rosemary: so is the resurgence of the P.Q. real, and what could this mean for the rest of canada? Let's bring everyone back, chantal, andrew, and althia. Chantal, I'm not sure that everyone knows that the P.Q. really has the momentum and is leading in the polls in quebec. >> And they probably don't know that we are two years at least away from an election, so the P.Q. is leading in the polls. The P.Q. rise in the polls is driven by a vacuum on the other side of the aisle, not by a sudden rise in sovereigntists' fervour. If the vote was held tomorrow, they would falter. The leader thinks he can get himself to a majority government by holding a referendum within the first two years of a P.Q. government. This is not something that a P.Q. government could get. But here's the thing. The more that paul st-pierre plamondon talks about sovereignty, the quebec city area is now edging away from the parti québécois. The other thing to know is the quebec liberals at this point do not have a leader, but

recent polls have suggested very mildly that the return of this issue might actually be the kid ofss of life for the quebec liberals. >> Rosemary: andrew, what do you think of what chantal said? >> Well, I agree with what chantal said. I think the particular point about the liberals, this being the kiss of life for the liberals, and therefore returning to that polarization that's served them well over the years is literal. But if they get in despite their stance on the referendum, they will no doubt seize the opportunity, and certainly the opportunity to try to provoke confrontations, particularly over immigration, so we need to take note of that. I will note that this return to the fray follows several years in which the C.A.Q. government has been launching one constitutional provokation after another and has had no response from any political leader in ottawa, and I don't think that's incidental. I think we have to learn this lesson. When quebec nationals push, and no one pushes back in ottawa, when they don't think that they have a right to exist as a federation, quebecers have a right to draw a conclusion, if they don't care, neither do we, so this decision to keep very, very quiet, we ought to know doesn't work, and we'll learn that lesson in spades if the P.Q. gets back. >> Rosemary: I take your point. Althia? >> Yeah, it's about not inflaming -- it's not just feelings that are held by sovereign sovereign sovereigntists in quebec, you're worried about your seat count in the next election, and if you're the liberal party, a significant number of seats come from that province, so it's a risk you're not willing to take. Others may feel it's not worth creating a fight giving the sovereigns a chance to fight. I think it makes anglo phones feel luke they're -- like they're in a quebec project. His argument about the financial incentive to separate to me makes absolutely no sense. It's not even factually accurate, so I don't know why he is choosing that trench. I think one legitimate criticism and concern heard by many quebecers is the immigration question. Not just immigration in quebec, and this is not like having control over the border with asylum seekers coming over by roxham road, but the feeling of quebecers has dropped. It used to be 27.5% of francophones in the country in 1975, and now we're down at 22% or something of the sort. Continuously, every time we have a redistricting in the house of commons, basically quebec gets an additional seat in the house of commons because their population doesn't justify the wait. The more immigrants inside and outside the province, the more important french becomes and the less dominant french becomes. It's an issue we'll have to deal with in the next election, and if the P.Q. is leading in the polls, who can be captain canada, and I think the leaders will be judged on that front. >> Rosemary: chantal? >> I can see things that the government and the country under its current leader could do to make more quebecers interested in the sovereignty issues on matters that have nothing to do with the constitution but with climate change, with the future of radio-canada and industry. This is where it does cross the line between sovereigntists and the average quebecers. Whatever is going on in parliament, whatever policies, we are not going there, and that is probably the place -- climate change, I know it doesn't sound sexy like talking

about bill 21 and bill 96, but what's missing from the sovereigntists' support is the younger generation of quebecers. >> Rosemary: real quick, andrew. >> Let's suppose we get 100 million by the end of the 21 century, and quebec shares 18% of that, and two thirds of those are french speakers. That still means you've got 12 million french speakers in quebec compared to 8 million today, so this nonsense that quebec is going to get drowned in the population, in world war ii, it was much less powerful in the federation than it is today.
