now. They were excited to see lionel messi and his inter-miami teammates play the whitecaps at B.C. place. Now they're just mad because the soccer great and his team are not coming. The cbc's georgie smyth is live in vancouver and joins us now. What happened? Why are they not coming? >> It's another story of heartbreak. We had the canucks knocked out of the playoffs and now lionel messi is not coming to play our soccer team either. Seeing messi play is a big bucket list item for soccer fans and people from all over canada and the U.S. bought tickets to see him here. Some of them worth more than $1,000 and made plans to come up and watch messi. We heard yesterday it was unlikely he would play. It wasn't just messi who is going to be a no-show. Two other teammates also not expected for the game. We haven't been given a reason for their absence, but the whitecaps put out a statement saying they understood the players would no longer be copping and the fans are disappointed. They said there would 12i8 be a great atmosphere and street party tomorrow and this is the first time these two teams have played together. We spoke with ryan white from the team earlier this morning. >> They still have very good players on their team. It's going to be a tough test and we'll do everything we can to get three points in front of a big crowd. >> Reporter: I should mention this isn't the first and only time that messi hasn't turned up to a game like this. Fans in hong kong in february also missed out, but in that case they were offered a 50% discount on their tickets. Tomorrow fans can expect a 50% discount on food and drinks. >> Jacqueline: I said it sounded like the whole team wasn't coming and I misogynist misspoke. But messi isn't coming. That's the important point for many people. Half off food and drinks, I mean, that might not be enough for people who shelled out quite a bit of money for these tickets, georgie. >> Reporter: that's right. There are stories of people having spent up to $10,000 for a ticket we heard one story as well. That's obviously before. It's clear that messi isn't playing anymore. That's on top of what people would have paid to come to vancouver and stay here as well. Some people are expecting to sell their tickets to get their money back. The ticket prices have fallen considerably since messi isn't coming. It's unlikely people will see their money back. The president of the vancouver fan club hopes people still turn out to see the whitecaps. >> I think people are really disappointed and will be unlikely to show up. >> Reporter: so messi's team inter-miami hasn't commented on this yet but we may hear from them later this afternoon. >> Jacqueline: a lot of curious vancouverites. [ ] >> Andrew: as we've been reporting, barges will not be making the trip to the northern communities of normand wells and tulita. The government of the northwest territories says water levels are too low on the mackenzie river. It is unsafe for barges because of large bolders and gravel bars at key manoeuvring areas. To get a sense of the impact this will have we have connected with josh earls. He carries general merchandise and also sells groceries. Thank you for speaking to us. >> Thanks for having me. >> Andrew: what will this mean to your business and the people of the town? >> This is unprecedented times for us. I mean, we normally have two kind of major seasons to get our goods up to us, one being the ice road along our winter road there with a six-week period to get our goods and the other being our barges. Now without getting our barges, that really creates big difficulties and supply chain issues for us moving forward here. >> Andrew: so tell me about that. What does it mean in terms of people getting the goods that they need if you can't use the river? >> Yeah, I mean, now what we're going to have to do is get them up by air. Normally we use air in between our winter road and barge seasons to fill in the gaps of what we need. Now we're going to have to make this a major focus using air which will increase freight costs by two to three times which will have a significant impact on autumn the goods and the amount of goods and the things that we can do and different activities we're going to do such as building and construction and things like that. >> Andrew: yeah, so, josh, tell me about that because everybody in canada can relate to kind of the affordability issues everybody has, but you're talking next level. Can you give us an example of

how things could become just a lot more unaffordable for people living there just to have everything flown in. >> Yeah, I mean most places in the world and in canada they ton inflation being a problem and that's a year-to-year increase in goods, but with something like this our costs will go up 200 to 300%. What that means for heavier items, a thing of laundry detergent will double the price of the good overnight. This is something that you can't even almost predict or plan for and it's going to have a significant impact on our communities here. >> Andrew: can you tell me about the mackenzie river and have you been out to see it and just how low the water is and I guess you can understand the reason for barges not being able to kind of go on it, right? >> Yeah, exactly. Well, right now we can literally look out and you can see literally the sand bars and bolders and rocks that we've never seen before. Normally we would have water up to our docks. You can literally walk down to the river there. There is no boats around and no coast guard able to come up and therefore none of the barges are able to come up. This is really crazy times. >> Andrew: what's it like to see it like that? >> It's a huge surprise. All of a sudden you're looking out and it's all of a sudden an entirely different landscape you're seeing. I jokingly say that, but really it's just -- people are panicking a little bit. This is how we get our goods up and now we're going to have to focus on air which is fine, but the costs and everything are going to go up so extreme. This is something that is really scary to say honestly. >> Andrew: what are you going to do? Are people just not get some of the goods they want or do some of the renovations they want or build homes? I mean, what's the impact? >> What I've heard is most construction projects and stuff are being pushed back at least to bring up the supplies on the winter road at this point. There are some goods that have to come up such as food and different things like that. So we have to find a way. Our kind of midterm solution here that we've come up with is we're going to try to truck our goods from edmonton to yellowknife and thern a company called buffalo airways is offering an air barge and they're going to fly from yellowknife up to the communities here at a discounted rate. We owe them a big thanks. It is not as cheap, but they are playing a significant impact into helping us at this point. >> Andrew: I'm sure that is some welcome relief for you and your community. Josh, I hope this gets better and easier in time, but appreciate you talking to us. Thank you. [ ] >> Jacqueline: border and customs officers could go on strike as early as next month. Workers with the canada border services agency have voted 96% in favour of job action. There is no strike date set, but the union expects to be in a legal strike position in early june. 90% of border officers are considered essential and can't walk off the job, but job action could cause delays for travellers at border crossings and airports. >> Andrew: people in ontario will soon be able to buy booze at their local convenience store. The provincial government announced today it is speeding up the expansion of alcohol sales. >> Premier Doug Ford: they're going to enjoy the same choice and convenience as other canadians and other people right across the world. To buy a case of beer or a bottle of wine on the way up to the cot only arrest maybe you're going to start up the grill in the backyard or summer barbecue. >> Andrew: starting in august, people in ontario will be able to buy coolers and other ready-made cocktails at grocery stores that currently sell wine and beer. And by the end of the summer more products will be on the shelf. In an effort to help the transition, the government is providing $225 million to the beer store. Provincial-run lcbo locations will sell hard spirits. >> Jacqueline: there is a probe by the competition bureau into loblaws and empire. There is a look at whether there is a blocking of competition. Jeannie lee has more on what exactly the competition bureau is looking at. >> Jeannie: it will be looking at a whole lot of documents, jacqueline. We actually just received the actual applications on both cases. Each one is more than 200 pages long. So really, all of this is for the competition bureau to consider if it can prove its alleges against of these two companies. So have a look, first of all, at the website of the federal court, which is where the filing was done. It lists the various steps taken so far. The initial applications of the commissioner of competition versus empire company and versus george westin. We know that empire is of course the head company behind such well-known banners as sobeys and fresh co and george westin is the parent company of loblaws, no frills, and all the other various divisions. Now, that's a lot of leases. When we think about those hundreds and thousands of stores, they are such big tenants, these two big players, empire and george westin.

that the big question here will be do they use this power as big tenants in order to negotiate terms and actually receive terms that then block other names from joining in the marketplace. And that would of course, if it's -- all of this is is proven and if it's been successful, the idea of less competition obviously limits choice for consumers and also tends to keep prices higher than they would be if there was a whole lot of competition. So those are the key issues here. >> Jacqueline: jeannie, how would the bureau decide what's just part of doing busy and what would be anti-competitive? >> Jeannie: right, and that's the thing. There are some practices that are very common to starting up a business and growing a business. And there are many industries where you will see this kind of practice practice. And then there is actual anti-competitiveness, physical actual blocking of other businesses. So here are some points that have to be considered in these terms and conditions of lease agreements and of property deeds, et cetera. The fact is when you have these things called restrictive covenants which are basically property controls, these dictate who else can lease property nearby, how far away might they have to establish if they wanted to, what kind of things can they sell? So these would be outlined. The other thing is it is, as I said, common practice to have some of these controls in there just so that as a business you can be at least somewhat confident that you have enough of a marketplace that you can make money. After all, you do put in the investments in order to expand. But the fact is if you do get overly controlling, you do then block the capitalism. You basically block rivals from opening up shop, allowing them to set up and do business and giving more choice to consumers. Again, that tends to lead to pricier items and fees, for example, if you're talking about a service provider like telecom services, for example. So very interesting issues that are being brought up here. With the extent of just the application, the detail in this, I can bet we'll be talking about this for possibly decades to come jooinchts. >> Jacqueline: that's the cbc's jeannie lee. The jury convicted oliver carafa and lucy lee of first-degree murder in the death of tyler pratt and an attempted murder of pratt's partner jordan romano. The jury heard about how there was a plot to lure the pair to a fake business meeting where they planned to kill them. Carafa admitted to firing as many as nine shots tecum. They killed pratt, but the other survived. They both face automatic life sentences with no chance of parole for 25 years. >> Jacqueline: documentary filmmaker morgan spurlock died. He was known for his groundbreaking film "supersize me." >> I think I'm going to have to go supersize. >> It's hard for me to watch him go through this. >> Jacqueline: "supersize me" saw him consuming McDONALD'S food for 30 days. He would always supercize when asked. He gained 25 pounds and suffered from liver dysfunction and depression as a result opposite he also directed a variety of other projects including a film about osama bin ladin and a one direction movie. He died in cancer complications. He was 53.
