A former prison judge who worked at a B-C prison when Robert Pickton was an inmate says the serial killer’s transfer to a maximum-security institution in Quebec was possibly due to security concerns he was facing. Darryl Plecas, a former Speaker of the B-C legislature and a prison judge at Kent Institution, says inmates with records like Pickton’s are kept in protective custody for their safety from the general inmate population.
