WINNIPEG. x–10s. A bill now before the Manitoba legislature would set conditions for landlords who want to hike rents above the annual provincial guideline, which is tied to inflation. If the bill passes, landlords could only seek higher rent increases if they face extraordinary capital costs, or increases in utilities, taxes or security expenses. Josh Gunter (GHIN’-ter), with the Opposition Progressive Conservatives, says that leaves a lot of room, because the N-D-P government is raising taxes on rental properties.
