The Association of Boxing Commissions is not investigating noted boxing advisor Al Haymon, according to a letter obtained by Yahoo Sports.

In a letter written to U.S. Attorney General Loretta Lynch, ABC president Mike Mazzulli refutes allegations made last year by its past president regarding an alleged investigation into the activities of Haymon.

On April 28, 2015, Tim Lueckenhoff, the-then ABC president, wrote to Lynch requesting the Justice Department investigate Haymon for violations of the Muhammad Ali Act by serving as a manager and a promoter at the same time.

Introduced in 1999, the Ali Act is a federal law that "protects the rights and welfare of boxers." Lueckenhoff, whose term as ABC president ended on July 28 when Mazzulli was elected, wrote to Lynch, "The ABC has received complaints regarding the activities of an individual named Alvin Haymon and various companies associated with him. We think it appropriate to refer this matter to the Attorney General for investigation and enforcement …"

Haymon is the creator of the Premier Boxing Champions series that is airing on NBC, CBS, Fox, ESPN and other television networks. He is also the founder of Haymon Boxing and either serves as an advisor or a licensed manager for numerous boxers, including the now retired Floyd Mayweather Jr.

Lueckenhoff's 2015 letter to Lynch includes five exhibits, including an advisory agreement between Haymon and a boxer whose name was redacted; a copy of Haymon's signature on what appears to be a managerial contract; Haymon's 2014 application to the Nevada Athletic Commission for a manager's license and a copy of a check from Haymon Boxing to Chavez Promotions.

However, in his Feb. 17 letter to Lynch, Mazzulli wrote that Lueckenhoff's letter was not authorized by the ABC's board, as required by its bylaws, and that no one in the organization had advance knowledge of it.

In addition, Mazzulli directly refutes Lueckenhoff's contention that the ABC had received complaints from boxers about Haymon regarding violations of the Ali Act.

"There is not evidence a formal complaint was ever received from any party [boxer], there is no evidence of any investigation by any ABC Committee, no Board Meeting minutes with those officers discussing or voting on the issue, no other Board member signatures, not even an indication that all Board members were 'CC'ed on his letter,” Mazzulli wrote to Lynch.

The letter further states that shortly after Lueckenhoff wrote to Lynch, an ABC board member requested information from Lueckenhoff. The unnamed board member asked Lueckenhoff who specifically filed a complaint against Haymon, which ABC committee had conducted the investigation he referenced and asked to be provided a copy of the investigative notes.

Mazzulli's letter to Lynch states that Lueckenhoff never responded.

Lueckenhoff's request for an investigation "was made without authority" by the ABC, Mazzulli wrote to Lynch.

He further wrote, "The new Board of Directors has discussed the letter Mr. Lueckenhoff wrote in April, 2015, and voted unanimously, that based on best information provided, there is no cause for action on the part of the Association of Boxing Commissions, and the matter is no longer under consideration and will not be unless or until evidence can be provided this matter was handled in a manner consistent with ABC By-laws."

In an interview with Yahoo Sports, Mazzulli said the board has bi-weekly conference calls and discusses all such issues. He said the organization exists to protect boxers and said the board would take action if it receives a complaint.

But he said that the board has not only not received complaints from boxers about Haymon, it doesn't view Haymon's actions as a violation of the Ali Act.

"We're here for the boxers and we will be watching what occurs day-to-day, not just on that one issue [the Ali Act] but on everything," Mazzulli told Yahoo Sports.

Yahoo Sports made numerous attempts to reach Lueckenhoff without success. A spokesman for Haymon Boxing declined comment.
