Sacramento substitute teacher accused of sexual misconduct still has active teaching credential

There are growing concerns from parents about how a substitute teacher has been able to keep his teaching credential despite allegations that he groped students over several years and used inappropriate language in the classroom. KCRA 3 Investigates previously uncovered how Andy H. Rivas remained a substitute teacher with Sacramento City Unified School District despite sex misconduct accusations which include reports made by students that Rivas groped their butts and breasts, a report that Rivas asked another student to "kick it" at his house and then also grabbed her butt, and another report from a student that Rivas told him to cut his penis off with scissors when he asked to use the restroom.
