Tim Scott, the only Black Republican in the U.S. Senate, formally kicked off his 2024 presidential campaign in his hometown of North Charleston, S.C., on Monday. “Under Joe Biden, we have become a nation in retreat, retreating from our heritage and our history,” Scott said.
