Federal lawsuit: 'I want the fire department to change'

A Baltimore City firefighter who's suing the department over discrimination and retaliation claims said legal action was his last resort. Lt. Mitchell Waters, an emergency medical technician and firefighter, has been with the Baltimore City Fire Department for 12 years. His federal lawsuit claims race and color discrimination, a hostile work environment, retaliation and civil rights and Maryland Fair Employment Practices violations. Waters said he did everything he could to get the fire department's attention before filing the lawsuit. He said none of it worked.
