BPD policy outlines how to enforce youth curfew

Baltimore police will start to enforce the city's curfew law come Friday. The police department circulated a new policy instructing officers on what to do. According to the commissioner's memorandum obtained by the 11 News I-Team, officers will focus on crowds of juveniles. What to do upon initial contact is clear, but instructions seem vague when it comes to taking juveniles off the street. According to the police memorandum, if officers spot crowds of 10 or more youths, they must activate their body-worn cameras before approaching, contact a supervisor and call for backup.
