Hope you managed to get out there in between the showers this weekend and enjoy some sunshine. For now let's take a look at what's making headlines. [ ] >> Gabrielle: a provincial exam canceled. Why the government says it is pressing pause on an english test students were supposed to write today. [ ] >> Gabrielle: three people arrested after a victim tracked their stolen vehicle in winnipeg. The province says the grade 12 english language arts standard test which was supposed to be taken today has now been suspended. The province is siting quote an issue regarding necessary permissions to use the materials within the test. In an email to global news a provincial spokesperson said a reschedule date will be available nest week. In march the government reinstated grade 10 and 12 exams after the province announced they had planned to revise the provincial exam system. >>> The quebec government wants to study the possibility of banning social media for minors. Members adopted a resolution this weekend calling for a parliamentary commissin on the issue. The ban was proposed by the party's youth wing earlier this week because of the mental health concerns. Premier francois legault called social media giants pushers this weekend agreeing that the platforms addictive quality is a major issue. He sent a letter to opposition party leaders calling for a special transpartisan committee on the affects of all screen time on youth. It would looking into the questions of banning cell phones on school grounds. >> There are obviously pros and cons on several of these issues. The issue of -- is extremely important. Having a good idea is one thing. Implementing the idea is another. >> Gabrielle: the party is previously called for a committee on youth screen time

>>> Bringing you a developing story this morning. There is a fire in the logan and articling ton area. Crews caught the call in the structure fire in the area around 4:35 this morning. Thick plumes of gray smoke can be seen from winnipeg's downtown. We will bring you more information as it becomes available. Again an area you probably want to avoid especially at a driver of pedestrians p f two winnipeggers -- >> After calling police the victim tracked the stolen suv to a parking lot in the 1500 block of regent avenue. Suspects were quickly caught and arrested without incident. The male suspect was found to have about $1,300 worth of freshly stolen property by nearby stores along with fake ids. 38-year-old man is facing multiple charges has been detained in custody. A 29-year-old woman was also charged with possession of stolen property and released with a notice to appear. >>> Plans are afoot to improve a winnipeg neighbourhood. We brought you many stories from point douglas. Some include crime, fires, and at times concerns from residents over garbage piling us. Clay young says that things are looking up in that area. >> Reporter: we're just outside on southern avenue. The scene of a devastating fire in july of last year. I'm with winnipeg city councillor. Councillor government money has been allocated to spruce up parts of the area. You explain. >> Well, councillor santos and I allocated some federal provincial dollars which is a planned development overlay and a secondary plan. What's happening is this is not the thing that will spruce things up any time fast but determining what the future of north point and south point in terms of employment land and in terms of residential. As you can see here, the way we're looking you can see behind us that is the industrial side of sutherland. On the north side what we have is a lot of residential and in the future what we hope to see in the secondary plan is how do we interchange between the industrial use and residential use and moving into the future. So these will be documents that when developers want to do something that it will be in place and they can move forward with their projects. There is an excellent project that will happen with the -- at the beginning of sutherland avenue just off of the louise bridge. We need to have this plan development overlay and a secondary plan. The secondary plan is for the employment lands. Employment lands start on the south side although there are employment opportunities on the north side, but the south side is where the city has decided that. >> Reporter: at least it is a start. You have to admit that this area has a lot of problems. >> We're standing here in what is winnipeg's first neighbourhood. It used not to have a railway track through. It this is where all of the people started to settle and dense fy. We're in the oldest neighbourhood. What is always a problem for our older, older neighbourhoods is the housing stock is really old. When people move forward they might want to build more multi family. They want to build various types. This will be a rapid transit corridor here. So this is a great area that we would be an identified for large multi family for example. The city needs to have the bylaws in place so that as people want to invest their money they have kind of the overall guidelines. >> Reporter: councillor. We're out of time. We will be looking at the winds to stay relatively light the next couple of days, but as we get into later on this week we will see them pick up. Current temperatures now with thompson plus 5. Church hill one of the cold spots this morning at -2. In lynn lake norway house 6. Flin flon and the pas are starting at 7 like in portage and pinawa this hour. Melita at 5, but sprawg morden and winkler at 11. Some of the warmer temperatures. Brandon is at 8. We have a little bit of rain coming up today around winnipeg you will see the rain around lunch time especially, but it is a light rain shower. I don't think it will last for long. We should be looking at the rain in the afternoon hours. Should clear up as we get into tonight and we're starting off tomorrow morning with a little bit of cloud coverage here in southern manitoba. Those clouds will leave us and coming up on wednesday getting set for sunshine with a little bit of clouds. It is going to be mainly sunny coming up for the remainder of the week on wednesday. For the winds staying a little breezy but relatively light. The most you will see the winds get up to is about 25 kilometres per hour tomorrow. But by wednesday expect those wind gust to get close to the 40 even 50 mark if you're in brandon or in the swan river areas. Looking at portage and notre-dame here in downtown winnipeg as part of your ok tire traffic report. We will take you over to a quiet area. Gas price haves remained stable folks.
