[ ] [ ] >> In washington, a bipartisan group of senators is calling on canada to do more to meet its commitments on defence spending. Nearly a quarter of the U.S. senate signed a shopperly worded letter and sent it to ottawa yesterday saying canada needs to boost spending during one of the most dangerous moments in nato's history. Let's go to ottawa, and janyce mcgregor with more on what is in the letter, janyce, good morning. >> Good morning, heather, indeed. This is a letter that speaks about nato being in quote one of the most severe threat landscapes in its history. And it talks about how notwithstanding the important contributions that canada has made, it cites for example its leadership of the battle group in latvia, for example. In the eyes of these american senators, it is still falling short, especially at a time when nato is under pressure to ramp up even more, the assistance it's providing to ukraine, in its fight with russia, for example. The focus of this letter is squarely on canada's failure to meet its obligations on defence spending. It talks about how even by 2019, canada will still, according to its own budget estimates, be just over 1.7 per cent of its gross domestic products spent on defence, that's five years after it was supposed to hit the 2% benchmark, described as a floor, not a ceiling. The senator's right. They are concerned and profoundly disappointed that canada's most recent projection isn't going to reach that 2% commitment. They talk also about norad and how it's in dire need of modernization and they can't do that without canada's cooperation and investments in air defence systems and then it says canada is going to fail to meet its obligations to the detriment of all nato allies in the free world, without immediate and meaningful action to increase defence spending. Let's talk about the signatories to this letter. 23 of them. I will note ten of them are up for re-election, for those tracking that. It include as number that sit on the senate's defence committee. It also has an interesting kind of range of voices here, not the chair of the defence committee, I will point out, but some prominent names and faces, republicans like ted cruise, mitt romney, also prominent democrats like tim kaine and joe mansion. Defence minister bill blair was in washington just last week, talking about canada's defence spending plans with his counterpart lloyd austin, taking meetings were other senior officials. On parliament hill yesterday, he was continuing to give reassurances that canada indeed was stepping up. >> We know that canada needs to invest in other cape tablets are not yet included in this year's budget but are inevitably part of the investments we're going to have to make. But it's important those adjustments may well. Canada is in a very strong upward trajectorytry in defence spending. We know we've got work to do, we've acknowledged that from day one that there's more that we need to do. We've clearly indicated in our budget, the path to getting that done. >> So, janyce, as we listen to the minister who might have heard something directly of this nature, to him directly in washington when he visited, why would the senators be sending this out publicly now? >> Well, it makes you wonder if they didn't like what they heard from blair. I will point out that the next nato summit is going to be hosted by the americans in washington in july. It often falls to the host to set the tone, the key themes, in this case perhaps nagging some of the laggards among nato's membership when it comes to spending and it is also appear election year. A presidential election year in washington, threats to hold canada accountable for its failure to spend as much as the americans think we should do, kind of ebb and flow. But of course donald trump on the stump has been only too happy to threaten to not protect nato allies that failed to carry their weight. The current administration, though, president joe biden ambassador in ottawa, david cohen, when he talks about this issue for example last month he said there's a whole range of factor that is they use to consider canada's contribution, not just the percentage figure but the fact that it is increasing over time encourages them. And I note germany's defence minister, of course the germans really ramping up in their country on defence spending declined to, you know, when reporters were trying to get him to criticize canada's spending. As of july the 1st, those remains will be entombed in st. John's national war memorial in a ceremony that's also going to include a rededication of that memorial. A lot of emotion ahead and heather gillis is in france to tell us all about it. >> This is where all the action is going to happen tomorrow, on saturday. Here at newfoundland park in beaumont hamel. What's going to happen is that the french are going to bring the unknown soldier into the park where he will be transferred to the hands of soldiers from newfoundland and labrador who represent all branches of the military. Now, why is this significant? It's the second time in canadian history that an unknown soldier is being repatriated in 2000 a soldier from vimy ridger was repatriated to ottawa, but the royal canadian legion in newfoundland and labrador command didn't feel that that soldier represented the unique sacrifices of newfoundland and labrador until 1949 during both world wars, newfoundland was its own dominion road to vancouver british empire. Basically, our own country. We also lost so many men right here on this soil. This is sacred ground for newfoundland and labrador. It's going to be a somber ceremony with dignitaries from the premier to minister seamus o'regan who used to be the minister of veterans affairs, as well as newfoundland and labrador's lieutenant governor, joan marie he will ward. The transfer ceremony here is expected to take about an hour, then the soldier will be loaded on to an airport plane and flown back to newfoundland there. Will be a ceremony once he reached the newfoundland and labrador soil once more for the first time in more than 100 years, and he will be driven past places that he likely once went, pleas sanityville where the royal newfoundland regiment trained and then finally passed st. John's harbour where the men departed for the war. Finally, the unknown soldier will lie in state in newfoundland and labrador from june 28th right up until july 1st memorial day when the province commemorates all of the lives lost here at beaumont hamel and those lost in the great war. There is the international court of justice, the peace palace, as that building is known, and outside you can see small group of demonstrators, pro-palestinian demonstrators who have arrived outside the court. They have flags and they are playing on the -- there's a boom box, there there's a music system there, but they have gathered because, in just a matter of minutes, the united nations top court is expected to issue an order regarding israel's military offensive in the gaza strip. I want to show you now what's happening inside. This is all at the behest of south africa which has brought this issue before the icj again and there you see the lawyers taking their seats. We haven't seen the judges yet, but last week over two days, the lawyers argued as far as the south african lawyers, they said that what is happening in rafah in the south, the incursion there is the last step in the destruction of gaza and the palestinian people. That's how they put it. Israel's lawyer said in fact what's happening in rafah and within gaza is limited and localized. Those are the arguments they made. We will see very shortly, probably through that door, coming the 15 judge whose are on the international court of justice. And we will listen to their ruling, whether there are any restrictions or limitations ordered on israel's offensive in the gaza strip. >> Yes, once again, heather, more severe weather down in the u.s., and this low pressure system, cold driving rain in southern manitoba. This is -- this is like tractor getting stuck in the fields kind of rain for you. 50 or more millimeters. And this is not a tropical rain. We are talking temperatures that are going to be, you know, you wouldable lucky if you get 10° and temperatures should be closer to 20. So through are. All of that green, got heavier rain falling and higher ground up towards the parklands, escarpment country. We may even see wet snow out of all of this. But we've who had moderate rain around winnipeg, red river valley, dauphin, the interlake region, riding mountain park could be one of those places that might get into some wet snow, again, elevation deny dependent. Anywhere from the kootenay-colombia region across sown areas of alberta towards the cypress hills and southwestern saskatchewan.
